Accomplishments:•• Formulated approaches to leverage data for evidence-based policymaking and strategic planning in the areas of (1) environmental sustainability, (2) climate resilient infrastructure, (3) programmatic prioritization.•• Authored analyses and presentations on how data-driven environmental risk-assessment fits within the context of specific US environmental statutes and regulations that were shared with the Commission for Evidence-Based Policymaking, selected US House of Representative committees, the Government Accountability Office, and the Environmental Protection Agency.

Responsibilities:• Conceptualize how data from NEON and partners can be leveraged by the US government, academic partners, and private sector partners for science, education, and decisions.• Formulate and execute engagement and messaging strategies to build capacity and cyberinfrastructure for data-intensive ecological science.Accomplishments:• Led discussions with the US Department of State on an ASEAN (Association of Southeast Asian Nations) workshop to apply science and technology for climate resilience under the US – Singapore Third Country Training Program.• Initiated Esri-NEON partnership. Esri is company behind ArcGIS. Conceptualized and led development of the Tribal Lands Collaboratory with partners including the Tulalip Tribes, American Indian Higher Education Consortium, and USA National Phenology Network. Integrated this vision with national and international socio-environmental indicators.• Selected as a member of the 17-member US Delegation to the Belmont Forum e-Infrastructure and Data Management Collaborative Research Action. The Belmont Forum comprises the world’s leading funders of global environmental change research.• Developed a community architecture that demonstrated how plant phenology data from NEON, the US Geological Survey, and the Tribal Lands Collaboratory can be used to compute national and international climate change indicators. • Contributed language to a citizen-science and crowdsourcing bill signed into law by President Obama.

Responsibilities:• Assess and synthesize science and technology priorities established by national science leadership and identify opportunities for the NEON community to contribute to those priorities.• Manage NEON Inc's dues-paying Member Institutions, sponsor activities for engaging early career scientists, and work with NEON Inc Board on communications and governance matters.Accomplishments:• Founded corporate government relations. • Liaised with Congressional offices, drafted testimonies to Congress, and prepared witnesses for hearings. • Liaised with the White House Office of Science and Technology Policy (OSTP) and numerous federal agencies. Recruited as a member of an OSTP Task Force on the National Earth Observation Portfolio Assessment. Lead liaison to the OSTP co-directed US Global Change Research Program secretariat.• Drafted MOUs with US and international entities. Conducted briefings for the embassies of Britain, France, Australia, Republic of Korea, Norway, Czech Republic, and Sweden.• Successfully recruited NEON Inc member institutions, published monthly e-newsletters for the NEON constituency, and organized membership events.

Responsibilities:• Supervise the creation of the business office for the newly incorporated NEON Inc. • Formalize the governance policies and procedures for the nascent NEON Inc Board of Directors.• Lead the project through NSF Large Facilities Office’s mandated design reviews.Accomplishments:• Successfully led NEON through an existential threat after a major project restructure.• Led, organized, and wrote NSF proposals for AIBS and NEON Inc in the total amount of more than $27M.• Administered programmatic expenditures of approximately $7M, including oversight of contractors, submission of financial reports to NSF, selection of contractors.• Led the NEON project through the first configuration of the national site constellation network.• Led the NEON project through the successful completion of the NSF Conceptual Design Review.• Finalized a major revision of the NEON Integrated Science and Education Plan.

Responsibilities:• Team leader on a project to design and implement an electronic procurement system for the Singapore Ministry of Defence (MINDEF). Charged with strategizing and marketing computer-based training contracts to MINDEF. • Team leader for the human-computer interface component of Singapore’s e-government website (http://www.ecitizen.gov.sg) for citizens to obtain information on government services and perform transactions electronically. • Team leader on a project to design and implement a website for graduating secondary school students to bid for placement in junior colleges for the Singapore Ministry of Education.Accomplishments:• Pioneered the successful use of concept mapping techniques for the design, delivery, and capture of concepts for a highly acclaimed workshop on interaction-design principles at Andersen Consulting’s centralized worldwide training facility.• Received awards for Outstanding Team Performance (1996, 1997).

Responsibilities:• Team member in the research, data collection and analysis phases of an IT project for a financial securities firm.• Team member in the design and development of an enterprise information management system for a gold and copper mining firm. • Team member on a systems integration project for a major gold and copper mining firm and for a Belgian Export and Import Bank.Accomplishments:• Awarded a full corporate scholarship for my M.Sc. at Northwestern University (1993 – 1995) while remaining under the employ of Andersen Consulting.• Received award for Outstanding Individual Achievement (1993).
