Joint Staff, J7Joint Exercise Division, Interagency Operations Branch-Train Combatant Commander staffs on national policy affecting worldwide contingencies.-Interpret complex information relating to domestic and international law, regulations, authorities, and multinational agreements.-Analyze political, geographic, social, cultural and economic information for broad-spectrum analysis of operating environment.-Prepare reports or studies of current regulatory requirements affecting contingency operations.-Represent government at meetings and conferences, providing presentations if necessary.-Prepare written guidance to staffs working complex diplomatic, legal, and economic issues. -Assist in scenario development for incorporating national and international policies associated with United Nations, European Union, North Atlantic Treaty Organization, Association of South Eastern Asian Nations, African Union, Organization of American States, and Gulf Coordination Council.

Provide legal advice on military justice, administrative law, and government ethics to the commanding general.

- Prosecutor – Lead counsel in U.S. v. Noor Uthman Muhammed, a detainee convicted of providing material support for terrorism, specifically, by operating a terrorist-training facility in Afghanistan. Managed a team of military and DOJ prosecutors, paralegals, and FBI and DoD investigators. Coordinated classified discovery from multiple government agencies, including CIA, DoD, and NSA, as well as foreign governments. Represented government in multiple R.M.C. 505 hearings, military version of CIPA. Member of prosecution team developing a terrorism case against one of the alleged bomber of USS Cole. Represented the DoD in the Presidentially established Guantanamo Review Task Force. Provided detailed briefings on suspected terrorist detainees to members of the task forces and assessed the viability of charges under the Military Commissions Act.

- Appellate Government Counsel – Represented government before U.S. Navy-Marine Corps Court of Criminal Appeals (N.M.C.C.A) and U.S. Court of Appeals for the Armed Forces (CAAF). Drafted in excess of one hundred appellate briefs and argued approximately twenty appellate arguments before appellate panels of both N.M.C.C.A. and CAAF. Served as subject-matter expert for all capital cases in the Navy and Marine Corps.

- Senior Defense Counsel - Litigated 10 general courts-martial (felony) and 30 special courts-martial (misdemeanor). Represented servicemembers, at trial, in cases involving child pornography, assault, rape, and homicide offenses.

- Prosecutor – (temporary assignment) Represented government in Combatant Status Review Tribunals, the administrative hearings for the detention of enemy combatants held in Guantanamo Bay, Cuba. Reviewed hundreds of charges against terrorist detainees and supervised multiple prosecutors. Coordinated the production of evidence from federal law enforcement and intelligence agencies.. Prosecutor in the first tribunal attended by a detainee.

Liaison between the U.S. and Japanese governments for all legal issues involving U.S. servicemembers. Coordinated DoD and Department of State personnel in the representation of servicemembers accused of misdemeanor and felony crimes

Litigated 4 general courts-martial and approximately one hundred special courts-martial. Served as trial-level prosecutor for crimes ranging from guilty pleas for drug offenses to contested sexual assault trials.
