Admittedly, the federal proposal process is complex and convoluted, but I have been doing this for 15+ years. Though there are changes in standards and processes, I make a point to maintain knowledge of the core concepts of this industry so that I can simplify them for my team and make them understandable to the customer. Cost Engineering / Earned Value Management (Evm) Consultant For General AtomicsSm&A Aug 2011 - Jan 2016For the Electromagnetics (EMS) Division, I developed and formally documented complex cost estimating, pricing procedures, cost estimating relationships (CERs) for proposal application and provided analytic support for a $1B government proposal that was awarded in 7/2015.✒ Author of as many as 80 procedural documents that formalized processes and standardized procedures, my consistent data-gathering and estimate submittal methods streamlined the proposal generation timeline by 3 days and ensured data accuracy for future proposals.✩ As the acting Defense Contracting Audit Agency (DCAA) liaison, I led DCAA and DCMA through the Estimating System audit process.✒ I created the Estimating System Corrective Action Plan (CAP) and conducted formal training of these new CAP processes and procedures that were approved by DCMA.

Feb 2008 - Jun 2011Serving as the cost specialist of the execution team for the GPS program, I drove critical performance and planning reviews for program management on the $800M satellite program. I served as the SME for Excel-based tools and analysis for Earned Value Management Systems (EVMS), cost controls and financial estimating.$$$ Saving up to $15M per quarter, I introduced more accurate processes that completed estimation in order to validate Boeing’s verifiable data, complete (ETC) and contract fund status reports (CFSR). ✩ In collaboration with the Integrated Product Team (IPT) leads, I prepared quarterly EAC working papers, provided weekly cost and schedule performance metrics and managed all Program Baseline Change Documents.➟ To reduce cycle time by 3 weeks after simplifying the monthly funding analysis process, I served as the CFSR, funding and cost specialist for several Contract Line Item Numbers (CLINs). -
