Admittedly, the federal proposal process is complex and convoluted, but I have been doing this for 15+ years. Though there are changes in standards and processes, I make a point to maintain knowledge of the core concepts of this industry so that I can simplify them for my team and make them understandable to the customer. As a recognized subject matter expert (SME) in cost estimating, I serve as a mentor to the team, provide training to internal customers on forms and the bid process and I am the recognized go-to specialist on processes and procedures related to the DCMA, DCAA, CMMI and ISO9001 audit process. For example, proposals of this nature include estimates with extremely short timelines, very complex requirements or when a security level is required.
