Currently leading 2 major pan Lancashire programmes: • The establishment of new step up/down and enhanced rehabilitation services for users of mental health inpatient services to enhance their experience and facilitate clinically appropriate/ timely discharge from inpatient units. This involves developing strategic alliances and partnerships with potential providers from the voluntary sector. • The transition of staff and services to a new 154 bed inpatient unit for adult and older adult users of mental health services in Lancashire and the decommissioning of 4 existing sites. This is part of a wider programme which will upgrade or replace all inpatient facilities giving a total of 262 beds and requires extensive engagement and co-ordination not only internally but with partner CCG and other health providers. Led programmes and projects through review by external agencies to ensure their clinical appropriate and governance was in line with best practise including: plans for dementia services reviewed by the National Clinical Advisory Team (NCAT) and the provision of new impatient units by the Office of Government and Commerce (Gateway Review). Established various different types of programme office to support the programmes of large scale transformational change including multi organisational PMOs, those to enable skill sharing across organisations and those with an enabling but primary monitoring and assurance function. I have tools and techniques to suit each type of PMOs and have used blended teams to maximise the impact and effectiveness.

This was a 12 month unpaid posting to provide management training and support to an underdeveloped hospital in north east rural Cambodia implementing processes to sustain change once my posting ended. The skilled shared included establishing staff recruitment, training and supervision processes, arranging for the enhancement of clinical skills through the establishment of an international skills sharing, monitoring and support mechanisms for Doctors posted to Stung Treng in order to enhance the reputation of the hospital and improve its ability to recruit. I guided the establishment of a booking keeping system to ensure appropriate financial record keeping establishing ward budgets and the necessary expenditure recording and control mechanisms.To support around pharmaceuticals l led the design and establishment of an ordering and recording system to ensure the safe keeping of drugs and pharmaceuticals. The majority of my role was to mentor and support the Hospital Director to develop his leadership and management skills including during negotiations/liaisons with district and national leaders.

Responsible for running a programme of service improvement projects initially within a large mental health trust then directed an extensive Transforming Community Services project to merge 4 healthcare organisations and 7000 + staff. This included • extensive negotiation with organisations affected including challenging conversations about the impact plans have on local organisations and the wider health economy, mitigating for any negative impacts and negotiating with organisations affected. • submitting the information/assurances to obtain agreement for the plans both locally and nationally including creating the business case, • designing, planning and delivering the ongoing engagement of the 7000+ staff affected, • ensuring the actuation took place on time and within the legal framework enabling the merger to be approved as one of the first in the country,Previously to that I designed and directed an extensive service transformation programme across the various disciplines within LCFT and countywide. This included; • the redesign of community mental health service cutting waiting times by 35%, • the successful remodelling of LCFT services to establish Integrated Neighbourhood Teams • designing and introducing a new nursing shift pattern saving the Trust expenditure of £2 million,• introducing a new electronic prescription service including obtaining a £500k grant from the Safer Hospital Safer Ward fund, and • a review and redesign of health visiting and school nurse services.11 months experience as acting Head of Communication (Oct 07 – Sept 08) including period of engagement and consultation over the sites for new inpatient units involving large public meetings, dealing with press enquiries, responding to elected council and parliamentary member views and questions raised in the House of Commons. This resulted in the selection of sites.
