I represent electric entities in transactional and litigation matters at McCarter & English’s Energy Practice. I come to the electricity sector from the nuclear industry as the former General Counsel of an advanced reactor developer and an Associate in a nuclear regulatory law firm. In those roles, I worked on energy project development, supply chain management, financing, and US export controls. I currently serve as a Board Member for Generation Atomic. In my C-Suite leadership role at USNC, I led negotiations to build USNC’s first advanced reactor project by negotiating a Joint-Venture project company with local partners, and then the first Project Host Agreement in Canada to build an SMR. I also served on the Board of Directors of the US Nuclear Industry Council from 2020 to 2022. I transitioned to working for industry at Morgan Lewis in 2021. There, I took the lessons learned at a dynamic nuclear startup and applied them to industry-wide nuclear and electricity projects. My practice covered a wide range of legal topics to support the nuclear and electricity sectors, including United States’ export controls, licensing and regulatory filings in front of the NRC, DOE, and FERC, project development, supply chain management, and project financing. I have also taught the class on Nuclear Energy for the Yale Financing and Deploying Clean Energy Certificate Program.I speak fluent Mandarin, Chinese, and lived and worked in China for four years. While an associate at DaHui Lawyers in Beijing, I worked on the dispute resolution team. The team advised clients on transnational strategies for their arbitration proceedings. As a law student, I was a research assistant for Professor Ralph Steinhardt, and interned for Judge Charles N. Brower. I represented GW Law at the Hong Kong VIS East Moot commercial arbitration competition in 2018. I also interned at several federal agencies in Washington, DC, including the US Trade Representative, the Federal Trade Commission, and the Congressional Executive Commission on China.
