Head of Legal and Real Estate Departments, recruited to grow a legal department with new direction and business plans. Act as Chief Legal Officer for the City, and provide expert legal advice on all municipal matters to Council, the executive team, and other senior staff.

Led the Municipal Law Section with a team of lawyers and support staff in providing strategic legal advice to Council and City staff on a wide range of governance, regulatory, commercial and operational issues, representing the City in contract negotiations, drafting bylaws and governance policies, and advocating for the interests of the City in legislative change processes and consultations.Represent the City in major projects and transactions, such as large transit infrastructure projects, and provide ongoing legal support on a broad spectrum of issues impacting municipal government. Focus on offering pragmatic, timely and creative solutions to issues and to advance the City's interests.Prepare/manage business planning, budget, and performance management/reporting.Founded and chair iHub - Legal's innovation committee, with a mandate to initiate, gather and implement ideas to increase work efficiencies, team effectiveness and employee engagement. Led deployment of IT solutions in Legal Services to enhance efficiencies. Frequent speaker at legal conferences and workshops on a range of topics, including public procurement, construction, commercial contracts, municipal and regulatory law, and corporate legal office management.

Business Planning Lead for the 2011-2014 Business Plan for Legal Services and other City Divisions in the Strategic Policy service area.In addition to the responsibilities of Legal Counsel with a focus on transit and transportation infrastructure projects, managed the support staff team at Legal Services.

Provided strategic legal advice to City council and staff on a broad range of municipal and commercial law issues, including bylaw enforcement, public procurement, construction law, planning law, provincial offences and bylaw prosecutions, municipal finance, IT and IP matters.Represented the City in contract negotiations, including commercial contracts for the procurement of goods and services, IT contracts, relationship agreements with other levels of government for the joint delivery of services etc.Drafted major regulatory bylaws for the City.Initiated and ran the Articling Student program at the City and acted as a principal for articling students since the start of the program in 2006.Business lead in implementing a docketing system, and migrating Legal Services to Microsoft sharepoint as the electronic document depository.
