Weng Horak is the Founder and CEO of the Center for Animal Rescue and Enrichment of St. Louis - CARE STL, a Black, Indigenous, and People of Color (BIPOC) led organization. Weng founded the organization to create a supportive community rooted in collaboration, compassion, and caring for people and animals. As the Chief Executive Officer for CARE STL, Weng was responsible for developing the operational budget for the City of St. Louis Animal Care and Control shelter operations (excluding Animal Control Officers and Enforcement) and competently managing the contract. The cumulative five years of successful management of the City of St. Louis Animal Care and Control facility positions CARE STL to quickly and competently leverage expertise and proven organizational processes and protocols that will meet the expectations of a Department of Health's Animal Care and Control operations: the design and implementation of shelter operations of the Animal Care & Control program to excel at being an effective public resource, guiding and protecting people and animals from living in a safe, healthy, and human community. Weng leads the organization's program by implementing animal regulation ordinances, especially the spay and neuter ordinance, pet rabies registration, and microchipping for pets. She works collaboratively with the City of St. Louis Department of Health to enforce the city laws relevant to animal care and control. Her peers recognize Weng as a forward-thinking, results-oriented & hands-on leader with over 26 years of progressive work experience in finance, accounting, HR, and operations.
