Weng Horak is the Founder and CEO of the Center for Animal Rescue and Enrichment of St. Louis - CARE STL, a Black, Indigenous, and People of Color (BIPOC) led organization. Weng founded the organization to create a supportive community rooted in collaboration, compassion, and caring for people and animals. As the Chief Executive Officer for CARE STL, Weng was responsible for developing the operational budget for the City of St. Louis Animal Care and Control shelter operations (excluding Animal Control Officers and Enforcement) and competently managing the contract.
