Weng Horak is the Founder and CEO of the Center for Animal Rescue and Enrichment of St. Louis - CARE STL, a Black, Indigenous, and People of Color (BIPOC) led organization. Weng founded the organization to create a supportive community rooted in collaboration, compassion, and caring for people and animals. As the Chief Executive Officer for CARE STL, Weng was responsible for developing the operational budget for the City of St. Louis Animal Care and Control shelter operations (excluding Animal Control Officers and Enforcement) and competently managing the contract. The transition from a high-kill municipal shelter to a shelter that is an open-admission shelter and also a no-kill facility – which means no animals are turned away or euthanized because of space or lifesaving medical intervention – is complex. It is only successful when all parties understand and execute transparent processes and protocols, including staff, volunteers, foster families, rescue partners, and government partners. Her peers recognize Weng as a forward-thinking, results-oriented & hands-on leader with over 26 years of progressive work experience in finance, accounting, HR, and operations. In 2020, Weng was recognized for her innovative solution-oriented work and featured on several major networks and publications, including People Magazine, USA Today, Access Hollywood, NBC, and KSDK's Making a Difference segment of Channel 5 News. These public relations opportunities recognized her leadership of CARE STL and were not paid promotional editorials. Weng was recently named 2022 Titan 100 - a program recognizing St. Louis' Top 100 CEO & C-level executives. In February 2023, Weng released a book in collaboration with 40 amazingly resilient women in the international best-selling book GRIT: Resilience, and Weng's story was focused on "Resilience in Rescue."
