I have primary accountability for subcontracts, construction and commissioning and start-up disciplines. In this role I ensure that subcontracts, construction, commissioning, and start-up disciplines comply with the contract and their execution plans. I further ensure each group delivers to the project schedule and within budget. I also have the responsibility for day to day management as delegated by the PD. These responsibilities support the EPC bid preparation

In this position, I was responsible for leading the repricing and updated schedule effort for the Open Book Lump Sum EPC $5.4B LNG facility in Lake Charles La. The project is a Four (4) train 8.8MTPA using the owner’s technology. We completed this activity in 6 months. This required going to the market to updated pricing on Equipment, Materials, and Subcontract costs. KBR performed a detailed review of the fabrication schedule to insure EPC schedule as accurate based on current market conditions. CMT cost including fabrication yards were reviewed to ensure the appropriate resources were planned to support the project.

Responsible for the overall management of the Electrical and Instrumentation Installation on the ICHTHYS LNG Project, a $20.0 + Billion Project. The E&I scope is valued at USD $1.4 Billion. Successfully drove a schedule recovery program and completion plan required to support overall project delivery. The position also had the responsibility to assure project execution to the client's satisfaction, consistent with cost, schedule and contractual requirements while maintaining bottom line responsibility for financial success. One major accomplishment was the development of the Materials Solution Team where Wes successfully developed and implemented a Materials Solutions Team (MST). The project did not have a site procurement team and as a result it was necessary to develop this team through the Subcontractor. As a result, procurement time was reduced from several weeks to an average of 2-3 days.General responsibilities include the following:Responsible for overall budget and cost forecast• Final approval for changes including site instructions• Management of JV and project client interface regarding Construction and Commissioning Activities• Responsibility for the work executed under the Subcontract scope including HSSE and compliance to legislative requirements.

Responsible for all Subcontracts required to support the operations of KBR E&C Americas and the Houston Operations Center. • Oversee the global annual KBR Subcontracts spend of USD $3.6 billion. • Oversee a Regional staff of approximately 70. • Participate in all monthly KBR E&C Americas project reviews • Insure all subcontract costs are accurate and correct. • Insure the project, regional and corporate budgets are achieved.• Support all projects in resourcing staff, planning and execution.• Collaborate with other functional leaders to achieve the overall business objectives. • Insure Subcontract claim allowances are accurately forecasted based on identification of contractual risks.

Responsible for the revision to the current Global Construction Procedures and Work Methods. This position is responsible for oversite of construction management for "mega" projects, or multiple very large complex projects over $1B, by directing, developing, communicating, and implementing the company's direction and strategic goals. The main purpose of this positions is developmental to move into a Project Director Role

Overall Responsibility for the subcontracting execution effort the INPEX ICTHYS LNG Project located at Bladin Point, Darwin N.T. The project was a Joint Venture between JGC, KBR, and Chiyoda. Managed a subcontract team led by a member of each company. Specific responsibilities include direct management of Subcontract Managers. The managers were responsible for a staff of 66. This team managed 34 implementation subcontracts, totaling over $11.2B USD. • Responsibilities include:• Monthly Reporting on Costs and Claims status.• Updates to the Project Subcontract Cost Reporting System (KCMS).• Develop and maintain project subcontract procedures and processes.• Responsible to insure alignment with cost forecasts and budgets.• Reporting the Subcontracting status to Client on a weekly and monthly basis.

Overall Global responsibility for the Subcontracting function within KBR E&C. Participated in all Operations reviews for proposals being submitted, all KBR business units. Additionally, participated in all monthly project reviews for the global KBR business units. This position was accountable and responsible for all project Subcontract team performance. • Managed a spend of over USD $10B• Oversaw global staff of approximately 180. • Served on Corporate Oversight Team to review all KBR proposals and participate in all monthly KBR project reviews for all product service lines• Insure all subcontract costs are accurate and correct. • Insure project, regional and corporate budgets were met• Support all projects in resourcing staff, planning and execution.• Collaborate with other functional leaders to achieve overall business objectives. • Developed process to forecast claims costs.

This role managed all expediting, inspection and transportation functions. Managed a staff of 10 in the home office and approximately 10 resources assigned to the field. • Fostered intensive coordination between expediting lead, inspection lead, and logistics lead. • Led efforts to develop metrics used to measure logistics performance. These metrics improved our transit times and provided visibility of all shipments. Target of 2 weeks to load cargo from ports was achieved.• achieved and exceeded corporate goal of on-time vendor delivery. • Visited jobsite on a quarterly basis to review in country logistics performance.• Transported approximately 360,000 metric tons of freight to Skikda, Algeria from global ports via offshore freight forwarder and one onshore clearing agent.

In this role I managed over $100M in spend to support Sperry Drilling Services and the Wireline Product groups. • Worked with manufacturing engineering to develop new suppliers in China and India. • Travelled extensively to these locations to support the development and launch of new suppliers of MWD and LWD collars. • Successfully launched projects that achieved annual costs savings of $30M.• Managed a supply chain team to develop and insure production was maintained.

In this position I was responsible for a Supply Chain Management Team of that supported five Manufacturing Centers. • Directed the sourcing of castings and precision machined components from Asia (China and India) to support the manufacturing centers. • Gained knowledge of manufacturing processes used in the valve manufacturing industry as well as knowledge of the use of the products manufactured. • Managed an annual spend of $250MM. • Successfully launched projects that achieved annual cost savings of over $40M

This position was responsible for the procurement of $500M for all major equipment and bulks materials. The ESSO Chad Project was a Grassroots EPC Reimbursable Project. The project was a Joint Venture between KBR, Bouygues, and Cegelec. The project consisted of a crude oil production facility located in Chad and pumping stations in Cameron. The project was valued at $1.0B. As the Procurement and Materials Manager my responsibilities included monthly reporting and adherence to cost and work hour budgets.
