SH99 Grand Parkway Segments F1, F2 & G38-Mile Toll RoadHouston outer loop interchanging with US290, SH249, IH-45 and US59. Served in the Quality Dept. for the Design-Build J.V. Responsible for administration of the QC program and resolution of quality issues related to the work assigned. QC PAVING MANAGER (CORRIDOR-WIDE) Responsible for field coordination of the Construction Quality Management Program for fast-track construction of cement stabilized subgrade, cement treated base, concrete (CRCP & CPCD) and asphalt pavements. The project was among the first in Texas to accept a pavement based on Effective Modulus of Subgrade Reaction(k-Value) and Subgrade Effective Resilient Modulus (Mr) criteria. Design allowed a modulus of subgrade reaction of up to 800 psi/in with the condition that the higher modulus be verified through testing during construction. Protocols were established to correlate the moduli. Mr from soil samples and measurements from the falling weight deflectometer (FWD) were utilized for field control. Soil samples were tested in an independent Georgia laboratory in accordance with AASHTO T307.Successfully complied with intense testing requirements of in-situ subgrade soils, treated subgrade soils and treated bases. Dealt with highly varied native soils ranging from heavy clays to sandy gravels and weak silty subgrade soils intermittently along the project. Coordinated on-the-fly with Production, CQAF and Design, maintaining a step ahead of grading operations, ensuring timely dissemination of material properties, design changes and compliance status to all stakeholders. Drafted NCRs documenting in-situ soil and as-built conditions, and corresponded with the EOR, Production, CQAF and TxDOT/GEC to manage timely resolution of all non-compliance issues.August 2013 to December 2014 QC COORDINATOR (SEGMENT F2)Responsible for field coordination of the Construction Quality Management Program for fast-track construction of Segment F2.

SH130 SEGMENT 5 & 6 42-Mile Toll RoadServed as Segment Manager for the Concessionaire on this 42-mile continuation of the SH130 Phase 1 toll road connecting Waco with IH-10 at Seguin. This groundbreaking project was the first in Texas where the Developer maintains the facility for 50-years. It boasts the fastest posted speed limit in the U.S. and contained one of the longest AASHTO Type VI precast concrete girders in the state of Texas. Managed and directed 15 inspectors, technicians and surveyors overseeing the D & C Contractor construction operations. Interacted with TxDOT, D & C Contractor and third parties on all aspects of the work. Verified quantities and recommended progress payments varying to the order of $65 Million per month. The project pavement consisted primarily of asphalt pavement over flexible base supported by lime stabilized subgrade with the exception of direct connectors to the existing SH45 toll road where the surface was continuously reinforced concrete pavement (CRCP). Dealt with treatment of highly varied native soils ranging from heavy clays to sandy gravel soils with the presence of sulfates intermittently along the project. Utilized Falling Weight Deflectometer (FWD) to verify subgrade support strength used in design. Managed and directed punch list inspections meeting all obligations for Service Commencement and Final Acceptance of the Facility.

SH130 SEGMENT 1 - 449-Mile Toll Roadserved as Field Operations Manager and Chief Inspector for the construction oversight manager for this TxDOT Greenfield EDA project. The massive initiative was the first design-build project in the state of Texas and the largest highway project under construction in the USA at the time. September 2005 to August 2008 FIELD OPERATIONS MANAGERManaged 9 OVI inspectors representing TxDOT. Validated progress payment. Oversaw IRI testing and surface correction throughout the corridor. Recognized for contribution to exemplary office safety status for 3 consecutive years. Received Pathfinder Awards for client satisfaction, unrivaled work approach and consistent quality commitment through innovation and inspiration. May 2003 to September 2005 CHIEF INSPECTORMonitored all activities throughout the corridor during project start-up. Coordinated OVT testing and trained new staff as construction escalated while transitioning to full-time corridor wide paving inspector.

Reported to the Quality Director. Managed 17 employees staffing 5 plant labs controlling material quality for Sully-Miller Contracting Co., Blue Diamond Materials and United Rock Products. Blue Diamond Materials produced 3 million tons of HMAC per annum utilizing 3 drum plants and 7 batch plants. United Rock Products produced 3 million tons of aggregates per annum from 1 quarry mined with the largest dredge in Southern California. Sully-Miller Contracting Co. placed HMAC on numerous Caltrans, POLA, POLB, City of LA, FAA and other projects. Monitored 2 million tons of outsourced materials per annum used for HMAC production. Conducted forensic investigations dealing directly with clients and customers. Improved proactive production control by initiating computerized blending tools to accurately make plant adjustments improving consistency and reducing potential rework liabilities.

CONSTRUCTION MANAGEMENT SERVICES TO MESA PDC, LLC / KOCH PERFORMANCE ROADS (DEVELOPER)Served as QA Paving Manager - Principal Engineer for the Developer on the first P3 pavement warranty project in the USA. Managed inspection and testing for installation of 2.5 million tons of HMACP utilizing the first “Euro” Superpave© mix design. Developed and managed a random sampling program, with the most rigorous testing frequencies ever attempted in America, reporting quality metrics of over 20,000 samples that resulted in virtually no missed samples. Managed QA inspection-test strategy for crushing, mixing and laydown operations of 4 contractors. Interacted daily with Developer paving experts and contractors analyzing test results and troubleshooting construction processes. rained and supervised 30 QA staff performing inspection, testing, document control and office engineering monitoring activities of 25 QC inspector-technicians utilizing 7 mobile testing laboratories along the corridor. Developed QA/QC inspection check lists and directed development of a MS Access data management program automating PWL and f & t acceptance calculations, test frequency verification, and empowered decision making while streamlining audit processes.

Eastern Transportation Corridor26-Mile Toll RoadDesign-Build-Finance Greenfield ProjectServed as QA Paving Manager - Principal Engineer and Segment Engineer for the Design-Build J.V. on this 26-Mile Caltrans Greenfield Toll Way project. The massive initiative was the second design-build project in California and the largest ongoing highway project in the USA. The 4 to 6 lane road winds through mountainous, environmentally sensitive terrain and urban areas where bridges span 12 active highway lanes.June 1997 to June 1999 QA PAVING MANAGER - PRINCIPAL ENGINEERManaged inspection and testing for the DB contractor overseeing installation of 1.5 million tons of HMACP.Trained and supervised 16 QA staff performing inspection, testing, document control and office engineering monitoring activities of 9 QC inspectors and technicians. Managed QA inspection-test strategy for 2 aggregate crushing plants, 3 drum plants and around-the-clock paving operations. Managed smoothness testing and surface correction of 69 bridges and 160-lane miles of pavement. Processed RFIs, CDRs and NCRs related to HMAC and other pavement layer activities.
