Ms. White has considerable experience in leading initiatives for business performance management and bench-marking; business process design & improvements; enterprise asset management; executive advisory programs; portfolio & program management; project management, cost management, and project controls; technology solution planning, design, and delivery; and strategic planning & delivery. In addition, Ms. White is a proven water and wastewater industry expert with a history of providing professional consultation services to agencies that must demonstrate compliance with the Safe Drinking Water Act (SDWA), America's Water Infrastructure Act (AWIA), Hazardous Mitigation Planning (HMP), and Emergency Response Planning (ERP).

Directly responsible for the execution of Performance Work Statement (PWS) 6 under the NEMCON, supporting NASA Headquarters programs including Administration, Energy & Water, Sustainability & EMS, NEPA, Climate Risk, Environmental Compliance, Cultural Resources Management, Natural Resource Management, and Restoration. Working directly with the NASA Office of Strategic Infrastructure (OSI) Directorate Environmental Management Division management, Ms. White collaborates with NASA in developing the annual performance work statement, overseeing the annual budget, and coordinating support execution by managing 10-15 technical leads, subject matter experts, and subcontractors. In this role, Ms. White has been recognized for cultivating teamwork and strong customer relationships, strengthening business agility and visibility, and leading change and innovation.

Directly responsible for the development and execution of a comprehensive business plan to enable HSG’s continued growth and adaptation in the water sector. Leveraging more than 30 years of local, state, and federal experience, Ms. White has developed program and project management procedures that position HSG as an industry expert, including adherence with the Presidential Policy Directive 21 (PPD-21) by conducting an all-hazards approach to risk assessment for compliance with the America’s Water Infrastructure Act (AWIA), emergency preparedness, response and recovery, and water conservation programs to help address water supply issues in the Western United States.

Directly responsible for contributing to the strategic direction of the organization as part of the Senior Leadership Team, while executing a wide range of key tasks, including annual strategic planning, performance reporting, identification of key performance indicators, and management of organizational activities with an aim to enhance employee capabilities, assessed organizational capacities, and created robust processes through several programs including administrative/management, security and emergency preparedness, communication and community engagement, project management/business analyst office, quality management system, and workforce technical training. Created several utility management policies and procedures to enhance organizational efficiency by developing a quality management system that aligns with ISO 9001 standards and managed the administrative operating budget. Directly responsible for key tasks such as planning and executing change management processes essential for supporting innovative programs including enterprise asset management, asset renewal and replacement strategies, and centralized inventory/warehousing services. She also represented the City of Henderson Department of Utility Services on various industry committees.

Holding certifications above the mandatory State requirement, Ms. White is a certified Grade III Wastewater Quality Analyst and a Grade III Water Quality Analyst responsible for using Environmental Protection Agency (EPA) approved methods to perform time sensitive compliance analyses of wastewater, industrial waste, well and potable water samples. She participated in environmental field work by collecting samples and conducting site testing/analyses on the Las Vegas Wash. Responsibilities included calibration, operation, maintenance, troubleshooting, and repair of specialized laboratory and field instrumentation utilized for extraction and sample preparation procedures specific to the instrument or analytical technique. Ms. White has over 10+ years’ experience calculating, evaluating, and interpreting laboratory test results, ascertaining trends and data outside of normal parameters, identifying problems, and initiating corrective measures to ensure data integrity. Ms. White is also a subject matter expert in researching analytical methos using Standard Methods For The Examination of Water and Wastewater and EPA procedures in order to develop recommendations for process and procedural changes to improve validity of test results and ensure data integrity.
