State Privacy OfficerThe State Auditor has appointed the State Privacy Officer, Whitney A. Phillips, Ph.D.The State Privacy Officer will focus on the privacy practices of more than 1,000 designated governmental entities, including cities, counties, school districts, higher education, and colleges and universities. This focus includes responsibility to:Analyze and report on government privacy practicesProvide educational and training materialsIdentify privacy practices that pose the greatest risk to individual privacy and prioritize those privacy practices for reviewRespond to requests from individuals to review a designated government entity’s privacy practiceMake privacy recommendations to the State Legislature

Primary point of contact for data protection for Utah State Board of Education administration.Ensure compliance with privacy laws throughout the public education system.Training and support state and LEA data security and privacy policies and procedures by a) Producing resource materials b) Developing model plans, c) Creating and director advisory groups, d) lead initiative to develop state and local Data Governance Plans, e) Create model student data disclosure statement, f) Investigate complaints of alleged violations, g) Audit state and local level data protection policies, procedures,and practices, h) Establish an external research review process for a request of PII data, and i) work with legislators to create and amend legislation.
