Whitney worked with the Texas General Land Office (GLO) on various contracts and funding streams for Hurricane Harvey: - Worked on the first ever state-led FEMA housing mission for FEMA Direct Housing as Deputy Project Manager for Hurricane Harvey. This included oversight and onboarding of 100+ staff and subcontractors, creating contract amendments and budgets, staffing plans, responding to audits, and ensuring compliance when we design and built the system of record (that held both programmatic and financial records) that both FEMA and GLO utilized. This was a joint project between GLO and FEMA. She worked alongside the Director to ensure all aspects of the project were within contract compliance and scope and worked to protect against scope creep. Other programmatic and client requests included, standing-up call center within 24-hours, designed processes/procedures for implantation, and worked with client to design reimbursement review procedures. - Worked as Monitoring and Oversight, Compliance Manager to lead the team in managing, planning, reviewing, and communicating findings to GLO's vendors for the State of Texas' Hurricane Harvey's CDBG-DR program. This included managing client, scope of work, requesting change orders for additional requests from client, communicating findings, etc.- Worked as a Program Manager for Hurricane Harvey for the GLO's Houston-CDBG-DR program. Worked with leading the team to build a house within 45 days of project launch. This included ensuring the applicant was eligible from initial eligibility to final client review/approval, setting up processes with client, and ensuring client's program design was adapted by team. Stood-up duplication of benefits, eligibility, temporary housing, and compliance teams to ensure team infrastructure was in place to sustain project. Identified leaders to lead new processes before handing them off.
