As the Strategic Consulting Services (SCS) General Manager, sponsored and managed a comprehensive suite of analytical and technical services designed to enable government and commercial business leaders to achieve improved mission performance. As a recognized leader in E-government, ensured Federal agencies received integrated solutions to meet their goals and objectives. As the Vice President of e-Government Services within the Strategic Consulting Services Organization, Mr. McVay supported numerous Federal agencies in developing and refining capital planning processes for IT capital investment decision-making, enterprise architecture maturation, and providing solutions to meet business needs including OMB and GAO requirements. He provided extensive training in CPIC, IT Budget Formulation and Execution, EA, and business case (Exhibit 300) development to both Federal and private industry clients. In addition, Mr. McVay presented at numerous public events and universities on implementing the Clinger-Cohen Act and the E-Gov Act. During his time as VP for e-Ggovernment, he grew the organization from two to 30 people with revenues in excess of $5M annually.
Senior Policy Analyst
I was a member of the team responsible for the implementation of the e-Gov and Clinger-Cohen Acts, and the sections of OMB Circulars A-130 and A-11 that provide OMB’s implementation guidance for the Paperwork Reduction Act (PRA) and the Clinger-Cohen Act. Additionally, I was responsible for the IT budget information published as part of the President’s Budget. This included Federal agencies’ IT Investment Portfolios, representing $59.3 billion for budget year 2004 as well as Chapter 22 of the Analytical Perspectives Section of the President Budget. Transformed the way the Federal Government manages IT to reduce duplication, capitalize on E-Government, and improve IT’s ability to provide effectiveness and efficiency to the agency programs.This work included developing federal IT capital planning and budgeting frameworks and working with the CIO Council, Budget Officers Advisory Council (BOAC), CFO Council, the Hill, and Cabinet agencies on implementation. Led OMB's use of IT budgeting and programmatic data for determining federal IT expenditures in excess of $80B annually. He then designed and presented OMB A-11 training for all agencies, including customized training for individual agencies. Automated agency reporting, managing the design and installation of the IT Budget Reporting Systems (ITBRS). This effort included moving all of the agencies’ IT reporting to an Extensible Markup Language (XML) format. While at OMB, I won the Executive Office of the President’s Exceptional Service Award for my work on modernizing IT budgeting and management within the Federal Government.

Branch Chief for the Planning and Policy Services Team in the Office of the CIO. Within a few months of my arrival at GSA, I designed a new IT budget and management process and a tool to support it, and then led the team that automated GSA’s Information Resources Management Budgeting and Planning Process. My efforts ensured integration with GSA’s budget process and created GSA’s first automated planning process for IT needs. Led the GSA team that was responsible for the development and implementation of GSA’s capital planning and investment control process. My work on the budget and IT reporting processes led to being detailed to OMB to implement these GSA best practices across the Government. Me and my team won the GSA Administrator’s Meritorious Service Award for our efforts to integrate the SSO’s, the Budget Office, and the Controller’s Office to transform GSA’s IT budget processes. Our team won the GSA Administrator's Meritorious Service Award for our work to create the first documented Capital Planning and Investment Control Federal process.
