For almost 15 years, I have focused my practice on education, labor and employment, and municipal law. I started my career in education law in Seattle, where my firm represented more than 100 public school districts throughout the state of Washington. Having moved back to my hometown of St. Louis in 2013, I now provide counsel at Mickes O’Toole to more than 250 public school districts across Missouri. We serve districts of all sizes and locations, from St. Louis Public Schools with almost 25,000 students and 70 buildings to Roscoe C-1 with fewer than 60 students and one building. I offer general counsel advice in all phases of school operations, with an emphasis on labor relations, personnel matters, school administration, student civil rights, special education, and business services. In the labor and employment context, I am an experienced litigator who advises my private sector clients on a variety of matters: leading collective bargaining negotiations, addressing union grievances, investigating employee misconduct, coordinating discipline and termination decisions, drafting employee policies and handbooks, responding to state and federal discrimination complaints, and defending employee lawsuits through discovery and trial.Outside of education but still in the public sector, I have worked with several municipal corporations, providing advice and assistance with governance and personnel issues, development and enforcement of municipal codes, public records requests, state sunshine regulations, and as a local prosecutor. Additionally, I devote a significant amount of time to providing in-service workshops and speaking at association conferences.
