Christopher Wilber is Counselor to the Inspector General at the U.S. Department of Veterans Affairs (VA) Office of Inspector General (OIG). As Counselor, Mr. Wilber oversees more than 35 staff, including 20 attorneys, and serves as the principal legal adviser to the Inspector General. He advises the Inspector General and OIG management on all legal matters affecting the office, including the conduct of investigations, audits, and other oversight projects. Mr. Wilber regularly leads teams of attorneys and investigators in undertaking and reporting on investigations, including those involving VA senior leaders. His experience includes leading separate investigations of alleged ethical and other misconduct by two VA Secretaries and other senior political appointees; conducting an internal investigation of misconduct by OIG Office of Investigations senior management in their oversight of investigators’ handling of firearms and alleged sexual harassment; and overseeing the investigation of the inspector general of another agency on allegations of corruption and abuse of authority. Mr. Wilber regularly interacts with Department of Justice (DOJ) attorneys in connection with OIG criminal investigations, civil litigation involving OIG equities, and subpoena enforcement actions. Mr. Wilber oversees all litigation affecting the OIG, including employee relations matters, and represents the OIG with external groups, including VA officials, Congress, other offices of inspector general, and DOJ.Prior to joining the Office of Inspector General, Mr. Wilber was an investigations and litigation partner in the Washington, DC offices of a global law firm. In private practice, Mr. Wilber represented public companies, financial institutions, accounting firms, and individuals in government investigations, corporate internal investigations, securities enforcement and regulatory matters, and related litigation. He has extensive experience in cross-border government enforcement matters and has represented clients in investigations involving DOJ, Securities and Exchange Commission, state attorneys general, and self-regulatory organizations. As a private lawyer, Mr. Wilber had an active pro bono practice including representing federal drug offenders in presidential clemency petitions, researching state death penalty and life without parole sentencing laws, and representing migrant farm workers challenging federal overtime pay regulations.
