OMC utilizes MEDITECH as its primary EHR for the hospital and Allscripts Pro EHR/PM for its network of 20+ clinics.• Leading the organization through the critical decision-making process towards EHR consolidation. Currently in the midst of selecting a strategic EHR partner from among the major EHR vendors including Cerner, Epic, and MEDITECH. • Implemented Meaningful Use program management and led the organization in its restoration of MU compliance and have achieved Stage 2 levels for both Eligible Provider and Eligible Hospital programs. Currently leading the transition to the MACRA/MIPS program.• Key organizer of the IT Subcommittee of the Ozarks Independent Healthcare Alliance consortium of hospitals.• Representing the hospital on the City of West Plains’ Broadband Study Group• Member of the Lean Steering Committee

United Medical Center (UMC) is a 354 bed, non-profit, full-service community hospital serving Southeast DC and nearby Maryland communities. Serving as interim CIO as part of a hospital turnaround team led by Huron Consulting. Reporting directly to the CEO and responsible for hospital-wide IT operations and new technology initiatives including Meaningful Use and ICD-10 compliance:• Worked collaboratively with Huron and the Executive Team to execute performance improvement in the areas of Revenue Cycle, Clinical Operations, Clinical Documentation Improvement, Labor, and Non-Labor. The organization achieved more than $10 million in bottom-line improvement in the first year.• Led a 90-day assessment of UMC’s information technology environment. The assessment covered applications, infrastructure, help desk, IT governance, and department staffing. Findings were summarized in presentations provided to the executive team, strategic steering committee, and UMC board of directors.• Developed an IT strategy supportive of the overall UMC strategic plan. The plan included significant IT capital and operating investments. The plan was presented to the UMC board of directors. The direction was approved by the board and the District city council.• Utilized a mix of direct hire and 3rd party staffing to achieve a rapid ramp-up of IT resources from 6 FTEs to 20 FTEs to support the strategic IT initiatives.• Led the IT department in a successful migration of UMC’s aging MEDITECH server infrastructure to new private cloud hosted infrastructure. • Oversaw the implementation of MEDITECH’s advanced clinical modules including its Nursing/Bedside Medication Verification, Physician Care Management, and ED Management suites. This successful implementation allowed UMC to be eligible for $3.5 million in Meaningful Use EHR incentive dollars.• Managed an approved capital budget of $9 million.

Requested by a major Healthcare client to become their CIO during a key transitional period. Assisted them in moving their IT department to an outsourced function. Stabilized and improved key IT processes with significant improvements in Help Desk operations. Oversaw the implementations of key clinical systems including a clinical documentation system, pharmacy system, and research outcomes system. Led the executive team in the research and planning for electronic health record technology in light of changing healthcare regulation. During the economic downturn of 2008 and 2009, led the organization through the process of IT budget reductions yielding savings of more than 20%.

Responsible for the startup of a new solution offering, Business Process Management. Responsibilities included market research, strategic business planning, partner relationship management, services definition & development, and startup marketing and sales support. Developed partnership relationship with Appian Corporation, a key provider of Business Process Management technology.

Responsible for the day-to-day operational management of Insource’s line of business that provides technology consulting in the areas of LAN/WAN infrastructure, server infrastructure, desktops, and security services. Responsibilities included strategic business planning, sales, forecasting, P&L management, client management, and personnel management. Improved year-over-year revenue 30% during first year. Developed and maintained key partner relationships with Microsoft, Cisco, and Qualys.

Expanded responsibilities in business development and sales support. Developed executive relationships with Insource’s largest clients. Performed the role of acting CIO on a number of large accounts leveraging IT leadership and operations management skills. Offered strategic planning assistance in a number of engagements. Responsible for all information technology support functions for the Operations Division of Continental Airlines, Houston, TX. The primary IT executive reporting to the Executive VP of Continental Operations and his staff. Responsible for overseeing data center, telecommunications, and end-user support functions. Also responsible for overseeing all programming personnel providing maintenance and support services for the airline’s most critical operational systems including Crew Management, System Operations Center (SOC), and Technical Operations. Supported the integration of legacy systems with newer, distributed, client/server technology providing critical command and control decision-making capability to the airline. Responsible for more than 100 technical and professional personnel and an annual budget of more than $22 million.
