He has been responsible for business development efforts to assist state and local child welfare and human services agencies throughout his career. Will assist clients with a better understanding of the effectiveness of their programs and how best to implement needed improvements in their practice, policies, and procedures. He has 28 years of public sector child welfare and human services experience on the local, state, and federal levels. Will received his master’s degree in social work from the University of Alabama.

I serve in leadership for SLI Government Solutions as the Vice President for Child Welfare for the Division of the Center for the Support of Families (CSF). My work at CSF is focused on using implementation science principles, systematic problem solving, and providing technical assistance to help state and local child welfare agencies evaluate their child welfare programs and implement needed improvements in their practice, policies, and procedures.

My experience with the Children's Bureau was focused on monitoring and evaluating IV-E State Plan Requirements, IV-B State Plan Requirements, of State Child Welfare Programs in all 50 states, the District of Columbia, and Puerto Rico through the Child and Family Services Reviews.
