Added automated features including an insurance quoter for livestock that had the ability to notify the user’s client each day when the commodity market closed with the updated premiums based on the closing price of the market. I was the architect, business analyst, lead developer, tester, and trainer for a web based claim management application. As the team leader of an Agile software development team, I provided guidance and vision to the company in regards to technology to enhance the current application and promote future development. My leadership duties included conducting assessments of proposed business strategies in technology and evaluating business proposals to estimate implementation cost, forecast profitability, identify risks, and recommend controls. As the most experience developer of the group, I mentored other team members to assist them in their learning process of both application/web design and the crop insurance industry. The claim management application was written in HTML5/Javascript as an online/offline thick client tethered to the server with a RESTful API. The application made use of many new technologies including IndexedDB, Filesystem API, Canvas for drawing and digital signatures, and web workers. It was widely considered the best in the industry. From when the software was introduced through the 2015 insurance year, the claim management software reduced the average number of days to process a claim by 8.1 days and reduced errors by 65%.In addition to development of the claim management software, I also assisted the actuarial team in the development of risk management products using geostatistical analysis methods, creating rating engines, and maintaining several massive databases of insurance actuarial data and weather data. I strategically applied my knowledge of agriculture, rangeland, and weather with the databases to create a web based spatial application to determine high and low risk areas for crop insurance marketing, mitigation of losses, pre-emptive reserve management, etc.
Research Scientist
I was the Project Lead for the Burning Risk Assessment Support System (BRASS). I supervised a team of 12 employees who collected bio-physical field data to determine the probability of ignition and movement of wildfires. Our team developed a computer model called PhyGrow to simulate the grow habits and moisture contents of vegetation and linked the outputs with another model, PhyreSim (pronounced Fire Sim) I developed to determine probability of ignition and my model for burn simulations called PhyreFly (pronounced Fire Fly) on demand. I created a spatial web application to display the probability of ignition and allowed users to interact and input locations where wildfires started. The spatial information is sent to PhyreFly and time-lapse burn interval polygons are returned indicating where the wildfire will spread over a given amount of time. In order for our clients to also interact with the models in ESRI's ArcGIS 10 I created a toolbar to communicate with web services and provide the same functionality as the website using WMS and WFS services. The overall purpose of the project was to reduce the impact of wildfires on endangering humans or other assets. At the time the project started, military bases were forced to shutdown all training when a wildfire occurred thus costing millions of taxpayer dollars for lost training time. These tools allowed officials to make decisions to let fires burn out on their own if they posed no risk to personnel or assets thus reducing the number of training days lost.I was a software developer and knowledge resource scientist for the Global Livestock Early Warning System (GLEWS) sponsored by the World Bank and USAID and in association with Mercy Corps. The system is designed to run the PhyGrow model configured for different bio-regions with gridded near real time weather data. I provided software development support for web spatial applications, grid computing, database management, and model development.
