He has recently used theory of change approaches to produce an outcomes framework Hackney Council’s Economy Regeneration and New Homes service division, and develop the council’s new Economic Plan.Last year, Will led research to support the work of Waltham Forest’s independent Affordable Housing Commission. This combined new quantitative data with resident insight to inform a root and branch review of the council’s approach to housing and developmentm and was subsequently retained to deliver the Council’s housing strategy. Responding to the reccomendations of the Commission, the strategy positioned a good home being the a foundation for a happy and healthy life. Centred on a set of long-term outcomes, the strategy sought to take bold action to address both the supply-side root causes of housing unaffordability, as well as the secondary health-related impacts of the housing crisis.

National Management Trainee - Transformation TeamCambridgeshire County Council Apr 2017 - Jul 2017Cambridge, United KingdomSecond Placement on the graduate scheme. Within this placement I predominantly worked on high-profile transformation projects, but also spent time in the Policy and Business Development Team in the Economy, Transport and Environment Directorate. The central project for this was working with colleagues in the Council's Senior Management team, the Cambridgeshire and Peterborough CCG and third sector partners to work towards the creation of a 'common language' for health and social care in the county. To date, this has involved working closely with these partners to analyse what is currently used and identify the benefits of a common language - such as a more joined-up, collaborative approach to working. As well as my central project I have also picked up other work from the 'transformation pipeline' to enhance my own personal development while on the scheme, this has included:- Coordinating and responding to the Economy, Transport and Environment's Freedom of Information requests - Writing Reports to be presented at Full Council (Highways and Community Infrastructure Committee Annual Review). -
National Management Trainee - Corporate Services And TransformationCambridgeshire County Council Oct 2016 - Apr 2017Cambridge, United KingdomTimes Top 100 graduate scheme for local government. This included structured back-to-back placements over the course of the programme. Project 1 (6 months): Transformation and Social Care IT system implementation: - Implementing community resilience programme: working with a local Parish Council to establish practical ways in which they could take on more responsibility and deliver services locally. This involved close interaction with a a number of internal and external stakeholders to create mutually beneficial solutions. Through working closely with colleagues in the Children, Families and Adults Directorate we have established some ambitious yet practical things the Parish can do to help older people to remain independent for longer. This has included training members of the community as Assistive Technology "trusted assessors" to enable them to spread knowledge and be able to refer people whose lives could be enhanced by Assistive Technology. Also, I have laid the groundwork for the establishment of a homecare Micro-enterprise in the village and have created a bid to generate funding for this proposal. - Coordinating link between CCC and Cambridge University: Working closely with student groups from the Cambridge University Science and Policy Exchange to tackle the county's most pressing policy 'challenges'. Coming in to this project just after inception I led the project through to it's evaluation. Within this, I was able to work closely with Cllrs to help them realise their vision for the project. Much of this work was centred around publicising the initiative and generated some significant interest including from the LGA and a local MP. - MOSAIC: Worked with the business to match CCC specification in Adult Social Care to Corelogic's best practice configuration through workshops to give practitioners an introduction to the system. This included creating training materials and process maps. -
