Served as the coordinator for the Land Forces Doctrine Committee. Project governed by U.S. State Department ITARS regulations and compliance. Transformation team led by Tom Turner (Lieutenant General, U.S.A RET). Also served as the Land Forces Military Police subject matter expert and authored to the Military Police doctrine manual.

Served as the project manager for building the new Afghan National Emergency Services Call Center after I staffed the project idea and obtained coalition funding. Responsible for developing planning and development of programs to train personnel on incident command, crisis action planning, and continuity of operations, call center operations, emergency center operations, and emergency management response planning. Staffed and received approval for organizational restructuring with a thirty percent increase in personnel. Participated in top-level decision making planning meetings and exercises. Kept leadership and staff apprised through briefings and written reports. Served as the Contracting Officer's Representative on contracts for the National Police. Developed standard operating procedures for emergency response and action plans at the National level. I taught the U.S. National Response Framework as a model for the Afghan to study and try and implement.
