• Currently serving as an IT project manager for Virginia’s Longitudinal Data System (VLDS), a multi component application which fuses web, CRM, BI and database technologies to holistically manage research projects involving education, higher education and workforce data. • Responsible for developing project work plans, component work cycle timelines, business processes, test plans and managed matrixed resources for the systems analysis, design specifications, requirements development, QA, system integration and user acceptance testing of the web portal (Umbraco) Content Management System (CMS), Microsoft Dynamics 2011 Customer Relationship Management (CRM), LogiXML Business Intelligence (BI) ad hoc query building/reporting tool components and back-end federated databases, de-identified deterministic/probabilistic matching engine, metadata UI tool, and web-service interfaces, and security authentication/authorization.• Managed design and development of the VLDS system architecture, web service sequence, class, state, process, workflow diagrams, component design specifications, JAD sessions, software code build release management documents, Portal, CRM, Ad Hoc query/reporting tool, Metadata management UI tool user manuals, and user test guides.• Supervised, on a daily basis, a highly technical team of eight business analysts, developers and testers. Developed a lifecycle management process, based on Microsoft’s Team Foundation Server, for requirements, bugs, issues and testing which provided consistent, repeatable and verifiable results. • Responsible for managing and communicating the project’s multi-million dollar budget, two and a half year schedule and scope to executive stakeholders.• Provided project management to the Department of Historic Resources for the improvement of an existing web portal and CRM solution (ePIX), and the Office of the Attorney General and the Department of Social Services.

• Led senior Department of Defense Stakeholders, to include Army, Air Force, Navy, Marine Corps and Veterans Affairs, to formulate a unified strategy and technology approach for a web based solution to meet the needs of the Office of the Secretary of Defense, Wounded Warrior Care and Transition Program. Successfully garnered cross-service support for an electronic Transition Assistance Program (TAP) to support Active, Reserve and National Guard service men and women.

• • Effectively led IT and business executives in the Commonwealth’s Applications Governance Framework, a multi-agency working group of Executive Branch representatives, the General Assembly, and independent state agencies, resulting in the Commonwealth’s first Strategic Plan for Applications. • Provided expert analysis of IT Governance, policy development, business case development and project management for the Virginia Information Technologies Agency (VITA) and the Commonwealth’s Chief Applications Officer (CAO).• Responsible for policy and strategic development and implementation of enterprise solutions for human resources, financial management and performance budgeting.• Adeptly led the Virginia Enterprise Applications Program (VEAP) technical team; developing plans for software development, data conversion, unit and system testing, and technical architecture to include system requirements for replacement of the Commonwealth’s legacy enterprise applications.
