Bill has been working in the surface water and groundwater fields since 1997. Bill has technical expertise in water supply and water rights, environmental remediation, mining, solid waste, and power sector projects. He has designed and managed both alluvial and bedrock well projects and has designed, executed and provided analysis on aquifer tests, pump tests, slug tests, and recovery tests. Bill has performed multiple geologic and hydrogeologic studies relating to water resource management and development, siting locations for both alluvial and bedrock wells in sedimentary and fractured rock environments, and geologic field mapping and interpretation. Bill has conducted studies involving historical consumptive use, augmentation plans, water rights valuations, designated basin water balance studies, stream depletion analyses, water rights applications including nontributary developed water, water rights objections, and water rights changes. He has extensive experience in the design, implementation, and management of geologic and hydrogeologic field investigation programs including the design and construction observation of shallow monitoring and observation wells along with water quality sampling, analysis, and interpretation. He has evaluated potential coal bed methane well impacts to water wells and has performed field sampling of surface water and coal bed methane water outfalls in coordination with geochemical evaluations.Bill’s computer modeling background includes three-dimensional finite difference groundwater flow modeling for the evaluation of well depletion effects on surface water stream systems and contaminant migration pathways and the design of groundwater remediation schemes.
