Accountable for day-to-day operations of the largest Sheriff’s office in the state of Tennessee.• Oversaw strategic planning and overall management of the Sheriff’s Office. Directed the development and implementation of the law enforcement division goals and objectives.• Directed coordination of Sheriff's Office activities with other county departments, private businesses; citizen groups; and local, state, and federal agencies.• Oversaw an intelligence-driven approach to analyzing crime patterns (Data Smart Policing), which I developed and refined, to effectively and efficiently position resources to reduce crime. This resulted in a 22% reduction in crime throughout our jurisdiction.• Directed and oversaw development and implementation of a $152 million budget.• Developed, planned, implemented and administered Sheriff's Office goals and objectives and policies and procedures; approveed new or modified programs, systems, policies and procedures.• Chaired committees and boards that directly affected the Sheriff's Office's operations. In 2003, I created a new bureau comprising three distinct sections: Administrative Investigations (formerly internal affairs), Disciplinary Review, and Commissions and Compliance. Streamlining the bureau increased its effectiveness and efficiency. Under my direction, the entire disciplinary system process was revamped, the administrative investigative process was updated, including implementation of an IAB reporting program; and procedures were created to register individuals associated with adult-oriented businesses and to register, monitor, and enforce laws pertaining to sexual offenders. Day-to-day responsibilities included:• Reporting directly to the Sheriff, advising him on personnel issues and assisting with development and implementation of the Sheriff’s goals and objectives. Recommending appointments of, and training, motivating and evaluating staff; establishing and monitoring employee performance objectives.• Developing, planning, implementing and administering the Bureau’s goals and objectives as well as policies and procedures; approving new or modified programs, systems, policies and procedures; directing, overseeing and participating in development of the Bureau work plan; assigning work activities and programs; reviewing and evaluating work products, methods and procedures; overseeing preparation of staff reports and other correspondence; overseeing development and maintenance of processes and procedures pertaining to administrative case investigation, background checks, off-duty employment, retired and special deputies and disciplinary review; implementing and overseeing the Sexual Offender Program, including offender registration, compliance checks and, if necessary, arrest and prosecution; providing training and direction regarding discipline and employee issues; coordinating Bureau activities with other internal bureaus, divisions, and outside agencies.• Serving on various committees and boards within the Sheriff’s Office

• Wrote Standards of Conduct and disciplinary procedures; wrote and implemented the Drug-free Workplace policy for the Sheriff’s Office; provided command staff with guidance and assistance on disciplinary, sick leave and attendance issues; assisted in interviewing and hiring new employees; managed all discipline records, maintained files of personnel data; and coordinated use of the Employee Assistance Program.• Carried out disciplinary procedures after the completion of sexual harassment investigations.• Coordinated attorneys and witnesses for Civil Service hearings; chaired Loudermill hearings; worked with attorneys and testified in Unemployment Compensation hearings and lawsuits.• Oversaw absenteeism to ensure compliance with Sick Leave Policy; monitored Family Medical Leave Act requests and approvals to ensure compliance with federal law.• Gained experience in labor relations, contract negotiations and Memorandums of Understanding for both civilian and commissioned employees; negotiated disciplinary settlements and agreements with three unions.

Investigated complaints relating to officers’ conduct; authored several chapters of the Standard Operating Procedures for the Bureau; member of the Internal Affairs Shoot Team responsible for evaluating weapon discharges.

Supervised and maintained a work schedule for 40–48 officers; maintained equipment; implemented Direct Patrol by compiling and analyzing crime stats and implementing appropriate crime suppression techniques.

Member of Major Violators Unit, which apprehended and arrested mid- to upper-level narcoticsviolators. Worked with DEA and FBI Task Forces and participated in many Federal drug prosecutions.
