Perform independent analysis of contractor algorithms to predict/verify system performance. Proved performance above that of the system specification. Worked with prime vendor analysts to corroborate predicted performance, and to broker a significant change (raising the bar) to the system specification, early in the design process. Developed key portions of the Track Quality Study through the delivery of comprehensive, out-year, weapon system performance predictions for the F/A-18 and EA-18G platforms. Provided independent CEA performance predictions to PMA265 and coordinated all content and specific context/constraints for those performance predictions. Led efforts to formulate CID sharing requirements, planned and currently execute risk reduction activities. Assisted in the formulation of E-2D CID and MSI requirements. Result: Transition of tactically relevant capabilities into the H12 SCS. The probable introduction of capabilities into the H16 SCS, previously thought to be high risk.

Served in a variety of roles of increased visibility and responsibility spanning 11 years. Served as the 15C System Configuration Set (Operational Flight Program) Project Manager for the F/A-18 program. Managed a 140-member team to develop, integrate, and test new software and hardware encompassing multiple subsystems, managing a 3-year budget of $60M. Used common EVM, and systems engineering tracking processes and procedures across 30 sub-teams to assure coherent documentation including design documents, schedules, and Earned Value Management (EVM) reports. Extensively coordinated with NAVAIR personnel to address budgetary shortfalls, and establish alternative stream-lined processes. Co-conceived and directed the development of the first operational Rules of Engagement (ROE) based threat Identification (ID) presentation scheme in a tactical fighter. Led efforts to fully integrate the ROE software and ID system inputs with the Multi-Information Distribution System (MIDS) facilitating force multiplication between dissimilarly equipped F/A-18s. Managed project budgets via EVM tools ($6M across 3 years). Lead Analyst for Multi-Source Integration (MSI), a sensor fusion algorithm operational in the F/A-18. Developed new algorithms used to integrate additional onboard and off-board sensors. Performed algorithm trade studies to determine system performance versus cost and complexity. Modeled system performance characteristics, developed error budgets and developed FORTRAN & C-based software simulations.
