Senior Counsel to the Managing Executive in the Division of Enforcement.Advises Managing Executive on employee and labor relations issues.Manages staff of 12 in the Office of Operations, Projects & Planning in support of the Division of Enforcement.

Ensured that both ATF and the Office of Chief Counsel’s strategic plan, mission, vision, and values were communicated to team members and reflected in the team’s work product and services rendered to clients. Represented the Office of Chief Counsel in meetings with DOJ regarding employment, ethics and appropriations law. Mentored Management Division team members and provided advice on work methods, practices and procedures; and assisted team members in identifying the parameters of viable and legally executable solutions. Legal advisor to the Office of Professional Responsibility and Security Operations (OPRSO) on internal affairs matters.Legal advisor to the Office of Public and Governmental Affairs (PGA). Provided presentations and advice on employee discipline and government ethics rules to ATF Field Counsel as well as Senior Executive Service (SES) officials.

Represented ATF at grievances, mediations, complaints to the Equal Employment Opportunity Commission (EEOC), and appeals to the Merit Systems Protection Board (MSPB). Drafted detailed internal reports for ATF management on litigation risk and filed office non-compliance with merit systems principles. Successfully drafted motions for summary judgement and dismissal of charges for lack of jurisdiction before the EEOC and MSPB. Reviewed, edited, and provided guidance to ATF’s Professional Review Board (PRB) and the Bureau Deciding Official (BDO) in regard to proposals and decisions to suspend and remove employees for disciplinary infractions. Drafted the ATF ethics policy.
