The White House Office of Intergovernmental Affairs (IGA) serves as the primary liaison between the White House and the more than 500,000 state, local, territorial, and tribal leaders from the 50 States, 5 major Territories, and the District of Columbia. Under the Trump-Pence Administration, IGA engaged in unprecedented outreach and collaboration with stakeholders at all levels of government. From 2017-19, for example, IGA led the State Leadership Days Initiative that welcomed over 5,000 state, local, and tribal officials from all 50 states to the White House for briefings and discussion with Senior Administration Officials.In addition to helping stakeholders navigate resources and programs across the federal government, William and the IGA team worked collaboratively with state, local, and tribal officials to advance a wide variety bipartisan policies and shared priorities. These include but are not limited to, responding to the COVID-19 pandemic with the most robust intergovernmental partnership in modern history, passing the United States-Mexico-Canada Agreement (USMCA) and other trade reform measures, and policies related to infrastructure, energy independence, broadband deployment, urban revitalization and rural prosperity, workforce training, natural disaster recovery, criminal justice reform, and combating the opioid epidemic. IGA also launched and led the Governors’ Initiative on Regulatory Innovation, a more than 700-strong stakeholder coalition promoting and advancing the administration’s regulatory reform agenda at the State and local level.

In this role, William focuses on a broad range of federal, state and local issues ranging from public safety and education to financial services and taxation, economic development and international trade. He is also responsible for developing and assessing outreach strategies with a particular focus on statewide officeholders, including Governors, Lt. Governors, Attorneys General, and legislators.

Responsibilities included tracking and reviewing legislation, researching pertinent issues, engaging in policy analysis, and coordinating various office related tasks. Assessed and presented legislation to the Governor during bill review before signature.

Oversaw and managed grassroots campaign in Georgia. Assisted in and coordinated Southeast Volunteer Deployment Program which consisted of identifying and deploying volunteers throughout the Southeast to target battleground states. Also participated in fundraisers and other campaign related activities.
