William is formerly a Special Assistant to the President and Deputy Director of the White House Office of Intergovernmental Affairs. The Office of Intergovernmental Affairs serves as the primary liaison between the White House and America’s state, local, and tribal officials. Stakeholders include statewide officials (Governors, Attorneys General, Secretaries of State and state legislators) from the 54 States and Territories, local officials from the more than 3,000 counties and nearly 20,000 incorporated municipalities, and leaders from the 574 federally recognized tribes. Before joining the White House in 2018, William served as a Vice President at BGR Group, where he practiced at the federal, state and local levels. In that capacity, he was responsible for developing and implementing client engagement strategies both in Washington and in state capitals around the country. Prior to his tenure at BGR Group, William worked in Georgia Governor Nathan Deal’s Office of Executive Counsel. He also served on 2012 GOP Presidential nominee Mitt Romney’s campaign as Georgia Political Coordinator where he oversaw grassroots operations in the state and also assisted in the campaign’s Southeast Volunteer Deployment Program. From 2007 through 2009, William worked in the Republican National Committee’s (RNC) Finance Department where he started and managed a donor group for young professionals. In that role, he planned and executed various fundraising events throughout the country with members of Congress as well as the President. A native of Thomasville, GA, William received a BA from the University of Virginia in 2007 and a JD from the University of Georgia School of Law in 2012.

These include but are not limited to, responding to the COVID-19 pandemic with the most robust intergovernmental partnership in modern history, passing the United States-Mexico-Canada Agreement (USMCA) and other trade reform measures, and policies related to infrastructure, energy independence, broadband deployment, urban revitalization and rural prosperity, workforce training, natural disaster recovery, criminal justice reform, and combating the opioid epidemic. IGA also launched and led the Governors’ Initiative on Regulatory Innovation, a more than 700-strong stakeholder coalition promoting and advancing the administration’s regulatory reform agenda at the State and local level. -
