Chief legal adviser for the security assistance mission in Kuwait, which is responsible for a multi-billion dollar portfolio and serves as the liaison between the Kuwait Ministry of Defense and the U.S. Central Command.

The Brigade Judge Advocate to the Uniformed Services University of the Health Sciences is responsible for advising the Brigade Commander on all legal matters affecting the command, which consists of 1,305 Air Force, Army, Navy, Marine and Public Health Service personnel. I also support the University’s Office of General Counsel providing legal advice to school administrators, faculty and students on a wide variety of medical-legal, administrative and general law issues.

Medical Law Attorney in the Claims & Tort Litigation Division, Headquarters Air Force Legal Operations Agency, serving the entire Air Force Medical Service at 85 medical facilities around the world. Investigates and adjudicates medical malpractice claims and provides medical malpractice litigation support. Provides policy guidance on med-law issues such as patient privacy, training agreements, medical ethics, and the regulation of physicians.

Served as a Deputy Legal Advisor, U.S. Air Forces Central Command (AFCENT), Combined Air Operations Center (CAOC). Provided operational legal advice to CAOC leadership for planned and ongoing air operations in a 20-nation area of responsibility covering Central and Southwest Asia. Advised the CAOC Director and provided direct support to OPERATION INHERENT RESOLVE and OPERATION FREEDOM’S SENTINEL, reviewing and advising kinetic and non-kinetic targeting and ROE.

Deputy Staff Judge Advocate for the 374th Airlift Wing at Yokota Air Base, Japan. Principal deputy to the Staff Judge Advocate and managed five attorneys and ten paralegals and administrative staff in providing legal advice to senior wing leadership, as well as to subordinate and tenant units. Oversaw the provision of legal services to a base population of more than 10,000 active duty and civilian personnel.

Legal advisor (General Counsel) for nine medical treatment facilities in a 14 state geographical area. Advised hospital administration on a variety of medical legal issues including privileging actions, risk management, credentials, training affiliation agreements, bioethics, and patient privacy. Served as legal advisor for two Institutional Review Boards - reviewing proposed protocols for all medical/human subject research.

Served as Chief, Operational and International Law. Primary legal advisor to three General Officers and led a team of five international attorneys. Responsible for all legal aspects of combat operations, to include lethal targeting, nonlethal targeting, ground operations and intelligence operations.

Legal Advisor in a forward deployed location. Conducted high-priority combat missions and advised Command on policy and operational oversight in International and Intelligence law. Closely coordinated operations with multiple U.S. and Afghanistan government agencies.

Served as prosecutor in courts-martial proceedings and U.S. Government representative in discharge boards and administrative disciplinary actions. Responsible for legal advice covering diverse areas of law: claims, ethics, fiscal, operations and installation administration. Developed training on Rules of Engagement, Law of Armed Conflict, and handling of detained persons. Administered base military justice program, supervising team of five trial attorneys and four paralegals.

Originated and underwrote installment and mortgage loans as a loan officer. Performed management duties, goal setting and human resource decisions for teller and customer service staff. Authored and developed corporation’s privacy compliance, coordinating project for 11 banks.

Coordinated key areas of district administration: district activities, volunteer recruitment and individual unit service. Managed district fundraising campaigns and worked with a diverse cross-section of volunteers. Served as team leader for the Staff Development and Training Action Team. Received Distinguished Executive Award for the years of 1998 and 1999.

Drafted special greetings and proclamations and assisted with international protocol visits on behalf of Governor of Ohio.
