Directs all corporate health, safety, and environmental compliance activities for Delfin LNG LLC. Currently focused on the Deepwater Port License application for the Delfin LNG offshore LNG export facility located in the Gulf of Mexico, offshore southwest Louisiana. Responsible for all environmental permit applications necessary to obtain Federal and State approval for the LNG export project composed of four floating LNG liquefaction vessels (FLNGVs) and related natural gas pipelines. Manages major license/permit applications to the U.S. Coast Guard and the Federal Energy Regulatory Commission (FERC), Deepwater Port license and the FERC certificate for onshore pipeline and related facilities. Manages all related permit applications and related regulatory compliance activities on behalf of Delfin LNG.

Assists project developers and engineers in comparing project alternatives, evaluating environmental impacts, and preparing required environmental and regulatory documentation for permit applications and associated approvals. Assists clients with regulatory engagement and stakeholder outreach to facilitate project review and approval. Manages environmental impact statements and associated environmental permitting and authorizations on behalf of government and commercial clients. Develops Marine Safety and Security evaluations of proposed projects and prepares pollution prevention and response planning documents. Participates in emergency response actions on behalf of clients (e.g. oil spill response command post operations), to facilitate an effective response to pollution incidents.

Responsible for directing the U.S. Coast Guard Eighth District's offshore oil and gas inspection and certification program. Developed inspection and enforcement policy and managed the relationship with local U.S. Coast Guard Marine Inspection offices regarding examination of offshore oil and gas vessels and facilities. Managed the Eighth Coast Guard District's relationship with the Minerals Management Service (now the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement) related to the inspection of offshore oil and gas fixed platforms and exploration and production facilities on the U.S. Outer Continental Shelf in the Gulf of Mexico. Promoted to Chief of Commercial Vessel Safety for the Eighth Coast Guard district with responsibility for overseeing inspection and enforcement policy for commercial vessels operating with the District's boundaries. Retired from the U.S. Coast Guard in 2001.
