Planned all aspects of the program, including development of technical and personnel specifications, and country survey plans. Supervised, coordinated, and monitored survey team activities. Carried out training of survey teams to ensure standardization of program outputs. Ensured that standards were met, information obtained from survey teams correct, and reported to donors on country survey progress.2/1998- 2/1999 Working with the VVAF Director for Humanitarian Affairs initiated, carried-out preparation and set-up for the Global Landmine Survey. Surveys aimed to identify landmine and unexploded ordnance (UXO) contamination through their socio-economic impact on communities, thus forming a basis for setting priorities for clearance, economic recovery and development and victim assistance. Prepared an overall program proposal that received full funding. Worked with the Director to recruit program staff and establish the Survey Action Center in Washington, D.C. Convened meetings to establish an international coordination mechanism and develop the survey instrument. Mobilized an Advance Mission to Yemen and established survey plans for selected countries.
Program Officer (Durable Solutions)
Planned, supervised, and evaluated programs of water supply, health, education for Afghan refugees in Pakistan, and voluntary repatriation to Afghanistan; assisting a caseload of up to 2.0 million Afghan refugees in Pakistan. Spearheaded, coordinated, and monitored a successful Community Management Program where approximately 75 Afghan refugee communities were mobilized and trained, technically and managerially, to take-over responsibility for operation and maintenance of piped water supply schemes. Analyzed voluntary repatriation trends and identified key areas in Afghanistan to which return is obstructed. Provided relevant data on return to enable international agencies to better target assistance programs in Afghanistan. Advised the Tripartite Repatriation Commission (represented by the governments of Pakistan and Afghanistan, and UNHCR). Designed/modified survey and reporting systems for determining the population of refugees in Pakistan and tracking the movement of refugees from villages in Pakistan to Afghanistan.
Program Officer (Coordinator, Income Generating Project Refugee Areas)
Oversaw, in collaboration with the World Bank and Government of Pakistan, implementation of the Third Phase of the Income Generating Project for Refugee Areas (IGPRA) in Pakistan. The project had a total budget of US$ 26 million in three years for rehabilitation/ infra-structural development activities in forestry, irrigation and road sectors; targeting refugee-impacted areas. Monitored progress and participated in project supervision missions to field sites. Initiated and coordinated studies and data gathering in order to assist in the evaluation process and to respond to specific donor questions. Established (in collaboration with UNHCR Headquarters in Geneva) a forum of discussion with international agencies, funding agencies, and organizations in Pakistan on refugee aid and the environment. Coordinated with an independent filmmaker the production of a video documentary (as requested by UNHCR and the World Bank) on the impact of IGPRA and its replication in refugee areas.
Program Officer (Unhcr Water & Sanitation Coordinator For Afghan Refugees)
Seconded by OXFAM to UNHCR Pakistan to coordinate the Afghan Refugee Water Supply Program (with annual budget of US$ 1.0 million) that was implemented by the Pakistan Public Health Engineering Department and non-governmental organizations. Developed priorities, strategies, program operations and budgets to ensure the provision of adequate quantities of safe water for approximately 2.5 million Afghan refugees in the Northwest Frontier Province of Pakistan. Utilized a variety of technical options for improving access to water resources. Monitored work and evaluated progress achieved emphasizing refugee participation in water supply system operation & maintenance. Rationalized the Government's activities in the program. Assessed the availability of domestic water supplies for impoverished communities living on coastal islands near to Karachi, Pakistan and recommended feasible projects for intervention.
Cambodia Rural Water Advisor/ Water Engineer
Provided technical and managerial assistance to a Cambodian Community Water Supply Program (co-funded by the British Overseas Development Agency and OXFAM with annual budget of US$ 0.75 million). Developed terms of agreements, program operations and budgets, and relations with other agencies and government departments. Managed and monitored program operations of the Cambodian Government's Department of Hydrology. Trained staff in drilling techniques and operation & maintenance of equipment. Investigated and implemented ways to augment the capacity for local organizations to maintain hand pumps and to construct wells using low-cost appropriate techniques.
