Responsible for the administrative oversight of $16.4M in medical, behavioral health and support services targeted to low income and uninsured consumers. • Served as program liaison to federal funders, community partners, local planning groups and other stakeholders.• Developed and evaluated three-year, comprehensive plan and its alignment with statewide Coordinated Statement of Need (SCSN) and federal requirements in partnership with community partners to ensure compliance with the National HIV/AIDS Strategy. • Responsible for the development of annual community needs assessment and client satisfaction surveys utilized to establish service priorities, budget and service category allocations. • Provided leadership across five program areas comprising administration, fiscal, contracting, clinical quality management and MIS. • Commissioned and developed program RFPs for procurement of services; development of a coordinated system of care comprised of 13 community health and social service partners. • Developed Five-Year Quality Management Plan including system-wide performance and assessment activities for client services to approximately 7,400 unduplicated consumers. • Implemented and managed MIS for client-level data collection, clinical quality management, reporting, invoicing and contract management with 160 end users.
