Plant: Angola LNG, Assignment to deliver the plants 1st Turnaround.Single Train supplied from offshore gas fields 4 blocks and from non-associated gas fields. Production Capacity: 5.2 million tons of LNG p.a. plus natural gas, propane, butane and condensate. Accountability to develop, implement and operate all cost and contract controls for the plants first planned maintenance shutdown in compliance with Chevron’s global IMPACT framework. Challenges included adapting existing control and financial reporting systems, zero based estimate development, tight resource constraints and late scope changes. Hands on delivery of approved class 2 to 3 estimates, data interfaces with maintenance planning and materials management, develop contract rates for new work pattern, implement dynamic and agile resource planning tool for 18 specialist contractors, integrate Primavera data for earned value baseline, bid to award management of installation contract scope, configure gate log database for labour control, daily cost forecast reporting throughout execution, develop robust data exchange on SharePoint platform, direct negotiation of Contractor final settlement, issue cost closeout report.Turnaround final cost delivered within 1% of P50 +/- 10% Estimate.

Plant: Pearl GTL Qatar. World’s largest GTL plant.2 identical trains. Offshore: 2 wellhead platforms, 11 gas wells.Production: Equivalent 260k bbl/day. 140k of Oil, GTL products + 120k equivalent of NG liquids and ethane.Oversaw a team of five cost engineers and administrative professionals within new projects and turnaround department. Established cost control framework including templates for Project WBS, Cost Reports, CTRs, engineering norms, CPI metrics, trend and contingency control. Implemented full SAP PS module. Devised then executed budget and governance controls for Projects and Contracts. Managed portfolio reporting strictly to the Project Calendar. Executed cost control procedures for EPCm contractor. Set up cost forecast interfaces with procurement expediting, earned value metrics, Primavera scheduling and construction MOC data. Provided economic and estimating input for Investment Proposals. Handled due diligence and audit deviations. • Supervised project portfolio scope. Fully integrated oil and petrochemicals site.Production: 500k bbl/day crude distillation capacity, Ethylene Cracker Complex 800k tonnes p.a. and a Butadiene Extraction Unit 155k tonnes p.a.TA Cost Controller supervising 3 TA cost engineers. Cost control responsibility for all site shutdown maintenance activity. Demanding and dynamic environment with complex Operations, Maintenance and Project interfaces.Developed and managed monthly cost control for 24 varied turnaround projects with $110 mln headline value and Bukom LRCCU Revamp Event $230 mln. Delivered financial control review documentation for global assurance approval. Contributed to contracting strategy, risk register, and contract award plan.
