In 2013, Bill was appointed by the Commanding General of the US Army’s Intelligence Center to oversee a high-profile technical transformation project that included the rebuild of a $400MM intelligence system --the DCGS-A/Biometrics, Forensics, and Machine Foreign Language System that (at the time) was considered costly, underutilized, cumbersome, and plagued with a decades’ worth of issues at a total cost of $10B. As the leading project executive, he immediately addressed fundamental technical system issues, within a PMP framework, by formulating strategic short, mid-, and long-term plans that embraced focused communications, collaborative workgroups, key player identification, obtainable project milestones, coalition building, and progressive training models; a strategy that yielded increased system usability, organizational buy-in, restored credibility, and renewed congressional support.

After demobilizing from Iraq, Bill received a request to serve as the Deputy Director for the Intelligence Architecture and Systems Division for the US Northern Command’s Joint Intelligence Center based in Colorado Springs. As part of the leadership team, he directly oversaw a division budget of $6MM allocated to the administration, staffing, and development of 63 personnel members across 6 cross-functional departments. In this role, Bill partnered with the Director of Intelligence in the management and coordination of intelligence system integrations, targeting, and architecture missions comprised of signal intelligence (SIGINT), human intelligence (HUMINT), open source intelligence (OSINT), counter threat finance intelligence, and geospatial Intelligence (GEOINT) initiatives.

From 2009 to 2011, Bill served as a Commander and Director of Operations during Operation Iraqi Freedom and Operation New Dawn. In this highly-complex leadership role, he oversaw a U.S. Army Battalion of 800, a $50MM operating and contract budget, and numerous governance, economic development, and security readiness programs. Bill was reassigned to the Northern Command’s Joint Intelligence Center in 2006 to serve as the Deputy Director for the Intelligence Operations Division. Bill greatly contributed to the organization by directing the coalescence of operational and intelligence program components to ensure synergy between staff efforts, system integration objectives, and architecture missions. He additionally coordinated intelligence operations for the Department of Homeland Defense that incorporated intelligence knowledge management and dissemination of open source and geospatial intelligence.Most notably, Bill developed and implemented the first “effects-based targeting” process in the U.S. Northern Command’s history; an accomplishment that effectively transformed and established best-in-class enterprise-level intelligence and counter-intelligence collection management strategies.
