Joined at the request of client (Sable Permian Resources, LLC, previously known as American Energy Partners and Enduring Energy) to lead environmental programs for about 600 wells with 180 tank batteries over ~ 200 square miles. Prepared Air Permits and managing a database of asset locations for regulatory compliance. Developed remediation database tracking system. Conducted due diligence investigations for corporate mergers.

Midland, Texas

I was recruited to serve as the technical lead for a new Permian Basin location. I trained, directed, and mentored junior level staff, and a junior professional, coaching and educating them to meet OSHA, DOT, and EPA federal requirements, along with Texas and New Mexico regulations.➙ Was responsible for executing Phase I and II Environmental Site Assessments for several natural gas gathering, boosting, pipeline, and gas plant facilities across acquired Apache and DCP sites.➙ Conducted detailed inspections/investigations of hazardous operations and substances, land use and improvements, chemical sampling of air, soil, water, and building materials.

Artesia, New Mexico

I was hired to supervise and manage end-to-end environmental compliance operations for 13 fuel terminals, refined product pipelines, crude oil gathering systems, and midstream/downstream storage systems operating in 11 states. I was the key personnel for analyzing, identifying, and addressing hazardous environmental, personnel, and public risks.➙ I brought all facilities to code with government hazardous waste regulations, reducing waste generation and returning all facilities to conditionally exempt small quantity generator CESQG (or equivalent) status. ➙ I led the consolidation of 32 active remediation sites to 8 within 2 years; managing full scope of program initiatives including development and implementation of streamlined systems, manuals, procedures, and processes.➙ Established Emergency Response Action Plan (ERAP) based incident reporting/documentation and developed Local Emergency Planning Committee (LEPC) guidance and familiarization for employee and committee to ensure maximum safety processes for threatening occurrences.

Greater Yuma, Az Area

This was a contract position as the RCRA Compliance Inspector, insuring the proper waste management in a variety industrial and military-sensitive locations on the Yuma Proving Grounds (YPG).➙ I inspected waste management and ordinance destruction facilities for compliance with RCRA and OSHA safety.➙I prepared a schedule of non-routine groundwater sampling for the multiple Public Drinking Water Supply systems located throughout the Yuma Proving Ground.➙I revised the YPG facility-wide Emergency Response Action Plan (ERAP) for use in Civil and chemical emergencies.➙I developed the Unified Waste Management Plan for all operations on YPG, integrating the US Army requirements with the State of Arizona and US EPA.

Midland, Texas

Led the remediation and upstream/midstream compliance projects for local oilfield company. I managed budgets and a staff of 10 engineers, monitoring and enforcing safety initiatives at all levels. I prepared Spill Prevention, Control, and Containment (SPCC) plan for oilfield and industrial clients as well as conducted Phase I & II due diligence investigations to ASTM, AAI, HUD, and SBA requirements; executed Texas Risk Reduction Program (TRRP) investigation of chlorinated solvent groundwater release.➙I prepared all quality and safety documents, and oversaw the Texas Risk Reduction Program (TRRP) groundwater investigation of the Wood Group Chlorinated Hydrocarbon Plume from the first detection until the company was sold the General Electric. I continued as a consultant on the project at the request of GE's Senior Environmental Manager.

Austin, Texas

Served as auditor for National Environmental Laboratory Accreditation Program & RPA Drinking Water Laboratory Quality Systems; revised SOPs for Field Operations and Enforcement Divisions, and developed database containing ~1,000 TCEQ-regulated test methods.➙ I was selected as the Safety Officer for the Division; developed a Safety Management Plan and SOPs adopted by the agency.
