Plan, coordinate, manage, and monitor all responsibilities related to the federal civil rights laws and regulations required for secondary career and technical education programs. Conduct review of school divisions' Perkins related program data, monitor, analyze findings, and prepare reports with recommendations for continuous program improvement.

Collaborated in the development, implementation and monitoring of alternate assessment policies and accommodations for students with disabilities and/or for students who are English language learners; and Represented North Carolina on state and national programs regarding students with disabilities and English language learners where state level accountability involvement is required, including CCSSO SCASS, SMARTER Balanced projects, and the WIDA Consortium.

Served as a state member, executive committee member, and chair of the membership committee on the National Alliance for Partnerships in Equity (NAPE). NAPE is a consortium of state and local agencies, corporations, and national organizations committed to the advancement of equity and diversity in classrooms and workplaces.

District Special Education and Section 504 Compliance Officer; Managed active complaint cases with NC Department of Public Instruction, and Office for Civil Rights; and developed and implemented strategies to reduce disproportionality with related state special education indicators.

Represented the North Carolina Department of Public Instruction in developing and maintaining partnerships at the state and federal levels in support of agency mission and goals related to strategic plans, state initiatives, and best practices in the field of equity and diversity education.

Provide technical assistance to administrators and teachers across state, and DPI CTE staff. Present and train education personnel at conferences, workshops and meetings in the areas of Special Populations (SP); Exceptional Children; Civil Rights including Discrimination under Titles I, VI and IX, and Section 504; Equity; Bullying and Harassment; and Nontraditional Careers issues. Plan, perform, document, and monitor on-site civil rights reviews of LEAs, as identified in approved targeting plan. Budgeting, recruitment, hiring and supervision of contract team members for civil rights reviews, and equity and SP work. Research, develop and promote effective and efficient methods to use SP data to align with federal, state and local priorities in state and local plans to assess and report student, school, LEA and state performance. Maintain regular contact with OCR. Budget, plan, contract and implement SP, Equity and Civil Rights activities for CTE Summer Conference. Partner with North Carolina State University on projects to increase under-represented student groups in STEM opportunities.

Represented parents of children with disabilities and local charter school boards in education law proceedings and state and federal courts. Represented business and individual clients through all aspects of labor and employment, education, contract, and worker's compensation issues; including statutory and case law research, and drafting employee handbooks, lease and other agreements, as necessary. Presented to education and legal professionals at seminars on topics relating to IDEA, the ADA, Section 504, harassment, employment and labor, and education laws. Appeared as counsel or co-counsel in Administrative Hearings, District and Superior Court, and Court of Appeals cases.

Represented clients and counseled in-house staff on issues, primarily special education, affecting persons with disabilities throughout North Carolina. Presented to education and legal professionals at seminars on topics relating to IDEA, the ADA, Section 504, accessibility, abuse and neglect, harassment, and education law. Represented state agency in public forums and meetings. Represented Medicare recipients who were severely disabled in federal class action law suit regarding "home-bound" issue. Recipient and administrator of Americans with Disability Act (ADA) training grant.

Developed student IEP goals and objectives. Established the Adapted Physical Education program in the former Durham County Schools. Developed and implemented curriculum, evaluation methods and procedures (which are still presently in effect). Assessed student skills, developed lesson plans and taught students with disabilities in individual, small and large group, and inclusion settings.
