About William J. Butler

With over five years of experience as the acting president and chief of staff at the National Veterans Memorial and Museum (NVMM), I am a senior non-profit executive and organizational leader who is passionate about honoring and positively impacting the lives of veterans, their families, and our communities. I have extensive experience in building and leading high-performing teams, developing and implementing training and leader development programs, strategic planning, personnel management, organizational administration, and program management in a new and innovative museum that leads a national understanding of the contributions of veterans to our society.As a 27-year Army and Special Operations veteran, I have a proven track record of strategic partnerships, team integration, change management, and mission accomplishment in complex and dynamic environments. I am a graduate of the Senior Executive Fellows Program at the Harvard Kennedy School, the U.S. Army War College, and the Lean Sensei Certification Program at Villanova University. Our programs and events have attracted visitors from 33 different states.

    As the chief of staff of a new national museum, I created and implemented new systems and processes to effectively manage the museum's day to day operations, while planning future programs, personnel and other resource requirements, and comprehensive service contracts. Leading a cross functional team, we developed the annual plans, campaign synchronization matrices, budget / personnel requirements, and programs for all fiscal year operations. As the program manager for the Leader Certification Program, I worked closely with the staff at the John Glenn College of Public Affairs to create a graduate level leader education opportunity for veterans. With a cross functional team, we planned and created hundreds of Rally Point video interviews, Inspiring Stories of Service, national ceremonies, Meet the Author events, and other programs, that reached hundreds of thousands of viewers and tens of thousands of attendees.

    Formed and led a 180 person staff overseeing the day to day operations of cadet summer training, as the Cadet Summer Training Chief of Staff. I managed a $12M budget and all facets of program management to deploy 15,000 cadets and cadre from 275 different Army ROTC programs across the country to participate in four different cadet training programs at Fort Knox, Kentucky and 43 other locations around the world. I redesigned the U.S. Army's largest training exercise held in the United States, decreasing the overall support personnel requirements by 250 people, while also increasing training realism and cadet learning outcomes, and adding 500 new internship and leader development opportunities for cadets.During the academic year, I led a 60 person staff and provided daily oversight and supervision of all current operations, future operations, anti-terrorism/force protection plans, curriculum quality assurance, and planning for Cadet Summer Training and International Programs.

The Infantry School is comprised of twelve training battalions assigned to four different training brigades that train, educate, and develop Soldiers, Infantrymen, and leaders for our Army, sister services, and allies. Managed and oversaw 72 different infantry programs of instruction (POIs) and a $20M budget used to train over 40,000 Active and Reserve Component Soldiers, Non-Commissioned Officers, Officers, and international students annually in initial entry training, special skills training, and / or professional military education at Fort Benning and Regional Training Institutes. Led strategic planning efforts for the infantry force and external communications with myriad joint, inter-organizational, and multinational units, agencies, and services. Supervised quality assurance assessments of all of our training POIs. Served as the Commandant for three months.
