Bill Cea is a Florida Supreme Court Certified Circuit Civil Mediator, a Florida Bar Board Certified in Construction Law and the co-founder of Inked Mediation, LLC (InkedMediation.com). After more than 30 years of practicing law, he now works as a full-time mediator handling a broad range of civil disputes having been Certified as a Mediator by the Florida Supreme Court in 2011. He has a wide range of experience as an attorney and mediator. His most recent legal experience focused on construction defects and disputes, and public procurement and as a Board-Certified Construction Lawyer since 2006. He was recently named one of Palm Beach County's Top Lawyers by Palm Beach Illustrated. His legal practice also covered a diverse range of matters including commercial litigation, contracts, probate litigation, community association, and landlord-tenant disputes. He routinely represented private companies doing business with government agencies during the competitive solicitation process and protest proceedings throughout Florida. He also has extensive governmental experience, has drafted ordinances, purchasing manuals, land use regulations and construction project documents. Starting his legal career in central Florida, he represented numerous governmental bodies including the City of Winter Haven, Winter Haven Housing Authority, Community Redevelopment Agency of Winter Haven, the Town of Southwest Ranches, Collier County, the Village of Wellington and other public agencies on a case-by-case basis. On the construction side, Mr. Cea has extensive experience in representing developers, condominium associations, homeowners' associations, design professionals and contractors in relation to construction and contractual disputes, defect claims, insurance coverage disputes, community association turnover claims. He has authored numerous articles, and lectured on such topics as Public Procurement, Public Records and Open Meetings in Florida, Public Construction Projects, Florida's Administrative Procedure Act, and Construction Mediation. Mr. Cea serves on the faculty for the Florida Bar's Construction Certification Review Course, has guest lectured at the Nova Southeastern University, Shepard Broad Law Center, is the past Chair of the Palm Beach County Bar Association's Construction Law Committee, and is a past Co-Chair and current member of the ADR Committee.
