Supervised an inhouse group of analysts and a 20-person consulting firm in the oversight of the MTA's multi-billion annual capital reconstruction program. Prepared reports, reviewed and edited consultants' reports, gave presentations and ran monthly committee meetings of the MTA Board.

Elected at-large city councilman. Led simultaneous downtown revitalization and open space preservation/revitalization efforts. Credited with leading effort for a new city lakeside park, upgraded riverfront park, historical signage, citywide bike route system and for pushing for a Westchester Children's Museum. Recommended savings to the annual expense budget in the energy and maintenance areas.

Supervised an in-house group of analysts and several consulting firms which reviewed large city construction project designs from a capital and operating cost efficiency perspective, using the value engineering approach to minimizing lifecycle costs.

Researched industries related to food processing and distribution. Interviewed experts across the country both in person and over the phone. Wrote reports including 'State of the Art of Cold Storage Technology in the U.S.' for a Mexican bank.
