 Administer the review process for permit applications, plans, and specifications for the construction of State and Federally funded Municipal Wastewater collection/treatment and Drinking Water distribution/treatment projects. Write and issue over 120 permits annually that include the scope of construction, permissible levels of effluent water contaminants, and the applicable State and Federal regulations that outline the sewer line and waste water treatment plant construction procedures and requirements. Review and approve Pay Requests for the disbursement of combined amounts of up to $10,000,000 in Kentucky Infrastructure Authority loans and Federal Special Appropriations Grant funds.  Process Change Orders to reflect adjustments to cost and time of projects. Direct inspections at specified stages of project completion. Conduct Pre-Construction meetings interacting with City officials and facility personnel. Write inspection reports and take photographs of construction site at various stages of completion. Write and revise KY Administrative Regulations (KAR) pertaining to wastewater collection and treatment. Revise permit application forms. Review and approve Facility Plans that outline regional wastewater service areas. Write and issue State Planning and Environmental Assessment Reports (SPEAR). Serve as acting supervisor in absence of permanent supervisor. Facilitate training sessions for division personnel.

Worked with other factions to seek enforcement actions against facilities with violations.
