My responsibilities included establishing the cybersecurity policy, guidance, training and architecture for the Department. The scope of this role entailed a world-wide mission encompassing 275 posts in 200 countries. I managed an annual $14 million budget with oversight for an additional $90 million dedicated to Departmental cybersecurity activities. I managed a cadre of Civil Service, Foreign Service and contractor staff that totaled over 100. I provided technical guidance and direction to over 600 Information System Security Officers that are located at domestic and overseas posts. I oversaw the security requirements for 400+ Department major information technology systems. I worked closely with Executive and Legislative Branch personnel to formulate cyber security policy and guidance that is applicable to the entire Federal Government. I advised and direct cyber security decision making for the Department concerning risk management, data and network security, cloud and mobile computing, cyber security technical solutions and cyber security policy.

I supervised two distinct information technology offices that were split between Virginia and Texas. The Texas office included staff members located in Germany and Korea. I was responsible for portfolio management, software development, knowledge management, policy, information assurance, business process reengineering, systems hosting, enterprise architecture, point-of-sale systems support, credit card back office operations, and operations center support for 75 Army installations located World-wide. I was the Designated Approval Authority ensuring compliance with Federal Information Security Management Act requirements for Army installation management software systems. Between the two offices, I oversaw the work of 180 federal employees. During 2011, I was responsible for the successful migration of information technology assets of the Installation Management Command from Crystal City, Virginia; Edgewood, Maryland; Rock Island, Illinois; Heidelberg, Germany and Seoul, South Korea to San Antonio, Texas and Fairfield, California. This migration was directed as part of the Department of Defense Base Realignment And Closure Commission of 2005.

I was responsible for providing information technology support services for the Department of Energy (DOE) federal employees and the direct support contractors. I provided seat management support for over 8000 desktops at DOE sites located throughout the United States. I oversaw the management and operation of two national data centers, the DOE local and wide area network, mobile and remote communications, cyber security, software application hosting, office automation, help desk support, spectrum management and information technology support for continuity of operations exercises. I supervised 75 federal employees to include 27 managers and over 500 contractors. I oversaw an annual operating budget of $94 million. My organization provided an information technology fee-for-service operation responsible for full cost recovery of information technology support services.

I was responsible for the Department’s information technology security posture and compliance with the Federal Information Security Management Act of 2002 (FISMA). I supervised nine government staff and eight contractors. One of my primary responsibilities was to evaluate and introduce new IT products and services that possess demonstrated potential in accomplishing agency strategic goals and improving productivity. I managed staff members that were responsible for the development of proposals, policy, planning, analysis and metrics for major new IT investments. This position allowed me to focus on all aspects of the field of IT security. I had Department-wide responsibility for the compliance with the FISMA, critical infrastructure protection, implementation of Homeland Security Presidential Directives 7 & 12, Internet Protocol version 6 and electronic authentication. I developed the Departmental policy for these areas of responsibility to be implemented by the thirteen Departmental bureaus. I was responsible for the development of the Department’s submission to the National Infrastructure Protection Plan. I was the U.S. Department of Commerce’s representative on the Committee for National Security Systems, the National Communications System’s Committee of Principles and the Electronic Authentication Executive Steering Committee. I was responsible for the introduction and implementation of new information technology products and services in the Department’s Office of the Secretary.

I supervised and oversaw the Commission’s computer and telecommunications operations, software development, network integration, help desk, computer training center, computer security program, and the computer budget and acquisitions program. I supervised five managers who were responsible for thirty-five government staff and sixty-eight contractors. I played a critical role in formulating and administering an annual $27 million information technology budget. I worked closely with the Chairman of the Commission concerning new information technology goals and initiatives. Commission-wide project management oversight that I was responsible for included a Microsoft Windows 2000/Exchange 2000 migration, a storage area network implementation, a database and web server platform consolidation, and a computer security infrastructure review. I was responsible for the development of the IT Strategic Plan, Capital Planning Process and the Commission’s IT Enterprise Architecture. I had agency oversight responsibility for systems integration, software development, computer security, computer operations, help desk support, computer training, IT strategic planning, IT budget planning and execution, and IT acquisitions. I was responsible for the development, maintenance and support of nineteen major software systems that are used throughout the Commission. My primary responsibility was to ensure that information technology products and services were efficiently and effectively delivered to 2500 agency personnel.

During this period I held four major information technology positions at three different locations around the Country. I was the Information Technology Policy and Budget Officer for the Offshore Program of the Minerals Management Service (MMS). I formulated and implemented an annual $16 million information technology budget. I was the key author of the Offshore Information Technology Strategic Plan. I was the Systems Integration Branch Chief for the Offshore Program of the Minerals Management Service. I supervised ten government computer specialists and two contractors. I developed, integrated and implemented new information technology products and services throughout the MMS Offshore Program. The Systems Integration Branch was responsible for building seven new computer room facilities at different MMS facilities located around the country. I was responsible for the interoperation of all computer and communications products used by MMS Offshore personnel. I had project management responsibility for the design and implementation of an advanced 3D seismic modeling and interpretation system used by 300+ scientist and petroleum engineers. I was the Chief of Automated Data Processing for the Alaska Outer Continental Shelf (OCS) Regional Office of the Minerals Management Service. I supervised twelve government computer specialists. I was responsible for providing computer operations and software development services to the Alaska OCS Regional Office. I provided oversight for the day-to-day computer room operations and software development projects. I was the primary microcomputer support staff responsible for providing local area network operations and services. I provided system administrator services for the local area network servers and UNIX-based servers. I repaired computer and communications systems. I provided formal computer training courses to the regional office personnel.

I taught Micro and Macro Economics courses part-time for the University of Alaska Anchorage at the Fort Richardson Education Center. I prepared the course objectives, course notes, lectures and examinations. My class sizes ranged from twenty to thirty students.
