Responsible for managing all aspects of LAPD's $40M station-wide deployment of 7,000 Body Worn Cameras (BWC) to include planning, risk management, stakeholder management, technical advisement, training, project oversight, and managing/monitoring/controlling triple constraints. This project will make LAPD one of the first and largest police forces to have their entire organization fully outfitted with BWCs in record time - 12 months. When used for it's intended purposes, BWC's will not only invoke transparency but will also fortify public trust and enable supervisors to easily identify corrective actions for their subordinates while ensuring justice and accountability within our communities.

Responsible for managing organization’s most complex IT projects from conception to completion to include scope, time, cost, and quality management. Managed all “at risk” projects and provided training and succession planning to ensure associate PMs were provided the tools and techniques necessary to successfully manage complex or at risk projects. Augmented the PMO and acted as assistant program and training manager responsible for managing mid-scale programs with multiple interconnected projects while providing training and oversight to new project team members and site PMs. Complete authority to handle constant changes and make adjustments such as crisis management, problem solving, and negotiating to control project schedule and minimize work stoppage. Key duties entail: development and management of budget, hiring and coordinating training for design staff, interfacing with external/internal stakeholders, and meeting project milestones/delivery dates. Used MS Project 10 to keep CIO and chief planner informed on project baseline and progress. Responsible for facilitating project meetings, ensuring IT requirements were included in building design/developing project plans, and answering any questions customers may have concerning project status and performance. Worked directly with technical engineers to ensure feasibility of implementation and technical advisement for subjects outside of expertise. Acted as Sr. specialty recruiter responsible for full lifecycle recruitment to include lead generation, prospecting, and closing techniques, planning, and processing of new recruits. Supervised junior recruiters and provided comprehensive training to rectify problem areas. Worked closely with senior management to develop targets and access organizational needs. Recruited, inspired, and developed over 80 personnel.

Directly responsible for managing every aspect of IT projects to include WLAN integration, application/software/web development, healthcare solutions, LAN/VoIP, and construction OSP/ISP. Worked with SMEs and project teams for feasibility studies and technical advisement. Served as alternate on most projects and filled in as PM when primary was unavailable. Key duties entail making technical inputs during project design reviews, documenting requirements, scheduling project meetings, writing progress reports, preparing meeting slides, and maintaining acceptance drawings. Responsible for organization’s procurement program; developed, tracked, and maintained SOW, RFP, and SOO documents. Used MS Project and PowerPoint 07 to prepare progress reports. Facilitated project meetings, prepared/presented agenda, documented meeting notes and passed on to stakeholders for follow up. Developed several excel spreadsheets to track training, budget, and resources:Ø Led software development of 911-emergency response enhancement initiative; worked closely with software development team, network engineers, and government agencies to define requirements, and secure $1M to plan/design/implement/test/accept/support project. Enhancement provides real-time ANI/ALI data to fire/police/EMS agencies increasing response- time capabilities tenfold Ø Directed 2nd-gen WLAN integration and asset tracking software development project. Assembled integrated production team, which consisted of Juniper and Cisco engineers, network infrastructure team, and WLAN support personnel; budgeted $4M to support infrastructure/software/hardware requirements; worked closely with CE for trenching, electrical, and environmental deliverables; ensured critical user requirements were included in designs and defined user's software requirements. Project provides unsecure and secure WLAN capability to pharmacy techs, aircraft maintainers, and critical cyber surety personnel.
