I am an attorney focusing on executive compensation, including §§ 409A, 457A and 457(f) non-qualified deferred compensation, the § 4960 excise tax on excess remuneration and excess parachute payments paid by applicable tax-exempt organizations, and compensatory grants of virtual currency. I spent more than six years writing regulations and guidance on these topics on behalf of the IRS and Treasury Department.I teach administrative law at the University of Pittsburgh School of Law and business law the American University Kogod School of Business. I also serve on the Board of Directors of Community Tax Aid, Inc., a non-profit organization that administers Volunteer Income Tax Assistance (VITA) programs at more than a dozen sites in the greater Washington, DC area. I teach volunteers to prepare tax returns before tax season and prepare and and review tax returns during tax season.I earned my J.D. and LL.M. in Taxation from the Georgetown University Law Center, during which I studied employee benefits, tax controversies and litigation, transfer pricing and international taxation, partnership taxation, tax-exempt organizations and tax policy.I am licensed to practice law as a member of the New York Bar.
