Provides system level applications to State Agencies related to automobile liability insurance verification. This includes real time verification of insurance at law enforcement traffic stops.Provides system level applications to the the Healthcare Industry related to Prior Authorizations of prescription pharmaceuticals. This includes the integration of the PA process in the HealthPlan’s overall cost containment strategy. Formulary Development and Criteria Design are offered by the Clinical Group as well. The products are offered as full BPO and SaaS programs.

When the Alabama Medicaid Agency Regional Care Organization, ALA RCO, initiative was launched I joined the Centene Healthcare organization as a Government Relations Consultant. I worked for almost three years with Centene. My work at Centene involved providing AMA RCO background and context to the Centene Business Development Group. I also worked in a variety of modes to facilitate the recruiting of 200 professionals needed for the 5 non-profit boards and 10 ancillary committees required under the state/AMA statutes/requirements for the RCOs.I had responsibilities to the network building staff assigned by Cenetene and made numerous presentations to all of the provider groups and associations in the state. I was the liaison to Alabama Medicaid Agency, the Governor’s Office and the House and Senate Leadership. My contact with Centene ended when the RCO program was disbanded by AMA.

I was a senior management consultant for the Alabama Medicaid Agency, I was tasked with large program analysis/management and cost containment projects. I developed the business case for the transition of $500,000,000 in pharmacy programs to the private sector. I had extensive interactions with National PBM’s senior management including CVS, Walmart, Med-Impact, Express Scripts and Catamaran. The transition would have saved the State $25M - $80M. The effort was considered by AMA senior management as successful. I was a Strategic Team Member for the Agency in the development of a transition strategy moving $3,400,000,000 of AMA’s health services to the private sector RCO’s being formed under a legislative mandate. I coordinated the integration of the Agency MMIS, RCO Data Exchange, HIE Clinical Data Exchange and a proposed Enterprise Data Warehouse. I was tasked with assuming the role as acting Executive Director of the Alabama One Health Record HIE program. The system was non-functional and near to the point of being dismantled. I was asked to evaluate the reasonableness of attempting to rehab the HIE program. I determined the program could be redeemed and that it would require a radical solution; the complete re-engineering of the technical platform. I assembled a technical team, set the direction of the effort, and cleared any obstacles from the path of the engineers. The reengineering of the Health Information Exchange System for AMA and its Regional Care Organizations was a success. In the course of this effort, I directed the Team to transition HIE to the Microsoft Azure Cloud Environment. I secured the requisite funding via CMS and ONC and lay out the long term strategy to rebuild the interface side of the system. I put together an outstanding technical team and delivered in one year a new HIE system that replaced a system taking 6-8 months to connect a clinic or hospital to the network with a system that made the same connection in 2 weeks.

Healthcare Data AnalyticsAdvanced to Senior Vice President of Corporate Strategy in 2003 while providing strategic planning and leadership in expansion of HID solutions and services in the Medicaid/Healthcare market. Guided HID to year over year growth against such competitors as EDS/HP and ACS/Xerox. Was deeply involved in several M&A activities as the HID Lead Executive.Named CEO in 2008 and in the same year won the largest contract in company history--Pharmacy Services in State of Texas Medicaid against ACS/Xerox, a long-term incumbent. Led the company to success in Healthcare Pharmacy Management, Automotive Insurance Monitoring and Verification, Controlled Substance Tracking Systems and Medicaid Fraud and Abuse Programs.Provided large information systems, data analytics, and staffing to 23 Medicaid Agencies.

Transitioning to a full software/engineering/ manufacturing company, the company developed and brought to market two new product lines. PMI introduced a line of environmental controls for heavy vehicles and a line of treadmill controls for high-end treadmills. PMI successfully established accounts with global companies including, Caterpillar, Carrier Transicold, Freightliner Trucks, Behr of America and Eagle Grew the company in sales and markets, expanding all product lines and entering the international market place as an exporter of controls. During this time, Prime became an ISO-9000 Certified Design and Manufacturing Facility. The registrar was the British Standards Institute, the world’s most rigorous ISO-9000. In conjunction with the ISO process, Prime launched a Six Sigma Quality assurance program to meet the requirements of our global customers.Grew the in house development teams to 4 hardware groups and two software groups that produced an average of 15 new/updated products a year. Prime became the largest domestic supplier of electronic treadmill controls and a leader in specialized vehicle environmental controls.

Led the company and engineering staff in the development of the first digital control system for the articulated solar trackers in use at that time. These controls replaced the existing analog systems and allowed the solar fields to work at far better efficiencies and with enhanced reliability. Prime customers included The Southern Company and the Department of Energy.
