NAVICP representative to Navy/Marine aviation customer supporting over 3,000 aircraft via $9 billion in retail allowances. Imporved naval aviation readiness; transformed what is stocked aboard ship; developed first standard allowance for aircraft carriers. Delivered allowance lists earlier in deploying units work-up cycle. Ships reached deployment range/depth goals four months earlier enhancing training and readiness. Completed groundbreaking work overcoming historical depot repair shortfall and lengthy Repair-Turn-Around-Time. Initiatives led to record depot productivity and significant backordered requisition reduction.

Examined military programs for adherence to Defense Planning Guidance. FY00-05 Program Review recommendation briefed to the Deputy Secretary and resulted in the addition of one billion dollars to services readiness accounts. Led a Deputy Secretary directed Front End Assessment (FEA) of supply, maintenance, and transportation logistics areas. Developed analytical case to convince the Deputy Secretary that a $500 million DLA consumable inventory investment, combined with changes to DLA's stocking model could potentially raise aviation mission capable rates 4 percentage points. Recommendation was accepted and targeted increase in aircraft readiness was achieved. Key participant in defining QDR direction for Navy.
