I was a Senior Applications Developer with the Pennsylvania Department of Education (PDE) from 1989 until I retired in 2016.Since 2005, I was the lead project analyst for the PDE’s Professional Education Record Management System (PERMS). In 2008 I led a team that added PIL (Pennsylvania Inspired Leadership) requirements to the PERMS system. I was also the lead project analyst on the PNP (Private Non-Public) project (consisting of PNPS, which collects school information, and PNPE which collects school enrollment information), and supervise contracted staff on the SSIR (School Safety Integrated Reporting) system.In the process of implementing the PERMS project, I developed a unique identifier for educators called the Professional Personnel Identification Number (PPID) that has since replaced the use of SSN in the collection of educator information by PDE. For the PNP project, we implemented the printing of licenses online.My experience includes managing projects, coordination of tasks with other agencies (including SERS, PSERS, DPW, and OA’s Comptroller’s Office), assignment of tasks, creating system test plans, analysis of test results, lead analyst, requirements gathering, programming, program testing, system testing, conducting project status meetings, preparing project status reports, coordinating user training, and creating documentation. I have expertise in programming in Assembler, COBOL, and Crystal Reports. I use SQL queries and Microsoft Office products, and coordinate work by other staff and contractors who use Visual Basic, Active Server Pages, and .NET technologies. As part of my job, I met regularly with senior Department staff, IT leadership, and program staff at every level to ensure familiarity with expectations and to ensure satisfaction with the results of the various projects I work on.
