Mr. Royce has managed Best Value and Lowest Price Technically Acceptable (LPTA) proposals -- as defined in the Federal Acquisition Regulations (FAR), Defense FAR (DFAR), and proposals for prototypes issued under Other Transaction Authority (OTA) requirements. Mr. Royce often supports capture phase activities such as strategy development, solution development, teaming decisions, and price-to-win analysis. During the proposal development and delivery phase, he manages integrated capture and proposal teams that include sales, cost/pricing, technical, contract management, legal, staffing, and subcontractors. Mr. Royce has also written, coordinated, reviewed, and managed development of other FEDSIM proposal deliverables, including service level agreements and performance metrics, transition plan, quality management plan, corporate experience, and key personnel qualifications matrices. He also manages the development of compliant, compelling presentation slide decks, and supports the orals coach in preparing for the oral or video presentation.
