On September 27, 2013, SAIC changed its name to Leidos and spun off a government services and information technology company, which retains the name SAIC. Leidos is a science and technology solutions company working to address problems in national security, health, and engineering. Dr. Samuels is currently the Principal Investigator for DTRA’s Waterborne Transport Modeling Program and the lead for the Open Water Data Initiative – Spill Response Work Group. He led the waterborne modeling efforts for the Fukushima Nuclear Power Plant incident, Elk River chemical spill in West Virginia and the Gold King Mine Spill in Colorado. Principal Investigator for a Leidos funded Independent Research and Development Project - Hydrological Calculations for Waterborne Transport Using Remote Sensing and Satellite Data. The objective of the project is to integrate data derived from remote sensing with a GIS based hydrology model for rapidly assessing and responding to waterborne related disasters.

Dr. Samuels is a Senior Scientist and Technical Fellow in the, Surveillance and Reconnaissance Group. Within the Group, he is the Director of the Center for Water Science and Engineering. As Director, Dr. Samuels is the principal investigator for SAIC’s Integrated Water and Wastewater Security System. He has worked with more than 25 water utilities in implementing the PipelineNet water distribution and consequence assessment tool. He has provided water security analyses for the Winter Olympics in Salt Lake City and the Republican National Convention in New York City. He is a member of EPA’s Expert Review Panel for the Water Contaminant Information Tool (WCIT) and consults with EPA’s National Homeland Security Research Center. He also led the development effort for the Incident Command Tool for Drinking Water Protection (ICWater), which is currently operational for all public water supplies on U.S. streams and rivers. Dr. Samuels work has also been recogized internationally. He was an invited speaker at the NATO Advanced Research Workshop on Water Security: From Source to Tap

Dr. Samuels was a Senior Oceanographer in the Environmental Modeling Branch. He performed oil spill trajectory analyses and risk assessment in support of environmental impact statements for oil exploration on the outer continental shelf. Dr. Samuels developed ecological modeling tools to perform natural resource damage assessment from oil spills and to predict population recovery times. The focus of this effort was on vulnerable seabird populations.
