Director Of Finance
CurrentResponsible for managing the agency's fiscal programs and administering the budget, accounting and reporting functions both in Washington, Geneva, Switzerland, and Beijing, China offices. Exercise control over the agency's appropriations, including policy development, program planning, and fiscal guidance; serve as the top financial advisor and as such serves as a member of the Executive Office of the President (EOP) CFO Advisory Council; formulate the agency's annual budget and prepares financial analyses and projections; prepares testimony for the United States Trade Representative; in deliberations with senior USTR officials on major policy and operational decisions that have financial implications; provide advice and render decisions on financial management policies, spending levels and other financial matters under discussion; represent USTR in negotiations with senior officials in other agencies to resolve financial reporting and billing problems; secure funding for services and other funding arrangements; conducts and/or oversees required annual “vulnerability assessments” under the Federal Financial Manager Integrity Act (FMIA); and compliance with the CFO Act.
