The State Fair of Texas, Safety Team are retired law enforcement officers that are Ambassadors for the State Fair. They provide information, assist with lost children, operate Lost and Found, escort the Parade, monitor concerts, verify age attendance requirements for the Minor Attendance Policy, and assist DPD/DFR in case of emergency (direct patrons to buildings in case of extreme weather or critical incident) or when directly requested to assist. Officers assigned to task forces will adhere to previously received training and act in accordance with established federal and stated guidelines. The Intelligence Detective has the responsibility to investigate, expose, and cause the arrest of individuals engaged in illegal activities, organized or otherwise, as determined by law. The Intelligence Unit shall, upon request and approval from the Office of the Chief of Police, assist Federal Agencies in the protection of visiting Dignitaries. The Intelligence Detective shall be responsible for liaison activities with Federal, State and local law enforcement agencies involving joint investigations. The Intelligence Detective, through the appropriate chain of command, shall inform the Chief of Police of activities such as organized crime, subversive situations, and other local crimes. The Intelligence Detective shall carry out investigations of events and situations, which have a potential for violence, disorder or criminal behavior (as defined by local, state or federal law).

Homicide Detective is responsible for the investigation of all Homicides and questionable deaths (excluding those traffic-related deaths absent criminal intent), all shootings, the criminal investigation of officer-involved shootings, adult missing persons, Rapes and Sexual Assaults involving adult victims and adult suspects. The Homicide Squad will also investigate Assaults and Batteries, Kidnapping, False Imprisonment, and Terroristic Threatening committed against adult victims by adult suspects.

Robbery Detective is responsible for the investigation of Robbery offenses as defined by Arkansas State Statute.

Domestic Detective is responsible for the investigation of all offenses committed against family or household members. Family or household members include: spouses, former spouses, parents, children (including any minor residing in the household), persons related by blood within the fourth degree of consanguinity, persons who are presently residing or cohabitating or in the past have resided or cohabited together and persons who have or have had a child in common (A.C.A. 16-81-113 (6) (2)). The Domestic Detective will investigate Rapes and Sexual Assaults that fall within the definition of family or household member, except where there has been an ongoing sexual or physical abuse of a minor, which will be investigated by the Juvenile Squad. It will also investigate incidents involving individuals over sixty (60) years of age, not falling within the definition of family or household member, who are residents of a nursing home. If an offense includes a shooting (life-threatening where on call detectives are called-out), Robbery, or Property Crime the appropriate squad will investigate such incident.

Conducts a complete and thorough background investigation on police officer applicants, which includes but is not limited to reviewing background questionnaire, overseeing mailing of inquiries, and evaluating all information received on each applicant; Coordinates the physical agility test; Coordinates the structured panel interview for police officer applicants; Conducts neighborhood interviews on prospective police officer applicants; Coordinates with the City’s Personnel Department the scheduling of medical and psychological evaluations for each police officer applicant; Participates in local and out of state recruiting programs, job fairs, and career days to provide information and recruit potential police officer applicants; Maintains and updates a master list of applicants on a continuing basis; Prepares narrative and statistical reports as required; Ensures that each applicant’s file is complete prior to forwarding the information to the Office of the Chief of Police for a hiring decision; and, Performs other related duties as required.

Crime Prevention officers will be cognizant of any community perceptions and misperceptions and will initiate, develop, and present, reactive and intervention crime prevention programs that will target specific community concerns and will be most effective in combating crime. The Crime Prevention Officer will develop and implement an evaluation process that enables all requesting individuals, groups, or agencies, the opportunity to evaluate the effectiveness of the material and the officer’s presentation. This evaluation will be forwarded to the Division Commander for review and forwarded to the Office of the Chief of Police no later than the first of October each year. The Crime Prevention Unit will assist citizens, businesses, professional organizations and requesting agencies, in the organization of neighborhood watch groups and the dissemination of crime prevention information. The Crime Prevention Unit will establish a liaison with neighborhood groups and school organizations actively soliciting their assistance in the development of programs. The programs include but are not limited to the following: Development and coordination of a Neighborhood Crime Watch Program within the City of Little Rock. Conducts security surveys for business and residential owners and provide a written analysis. Develop and present programs for the business community to reduce losses due to theft and robbery. The Crime Prevention Unit will provide information on Crime Prevention Through Environmental Design (CPTED). The CPTED program is designed to provide assistance to persons in the development and/or revision of zoning policies, building codes, fire codes, and residential and/or commercial building permits.

The School Resource Officer shall act as an instructor for specialized short-term programs when invited to do so by the Principal or member of the faculty; The School Resource Officer shall coordinate all of his activity with the Principal and staff members concerned and will seek permission, advise and guidance prior to enacting any program within the school; The School Resource Officer shall develop expertise in presenting various subjects to the student;The School Resource Officer shall encourage individual and small group discussions with students to further establish rapport with the students; When requested by the Principal, the School Resource Officer shall attend parent/faculty meetings to solicit support and understanding of the School Resource Officer Program; The School Resource Officer shall make himself available for conferences with students, parents and faculty members in order to assist them with problems of a law enforcement nature; The School Resource Officer shall become familiar with all community agencies which offer assistance to youth and their families. The School Resource Officer shall make referrals to such agencies when necessary, by acting as a resource person to the students, parents, and faculty; Officer shall not act as a school disciplinarian. However, if the Principal believes an incident is a violation of the law, law enforcement resolution is appropriate. School Resource Officers are not to be used for regularly assigned lunchroom duties, hall monitoring and other monitoring duties. If there is a problem area the School Resource Officer may assist the school security officer until the problem is solved; The School Resource Officer will be expected to participate in school functions such as athletic events, dances, PTA programs and other school sponsored activity when the Principal and School Resource Officer consider attendance advantageous.

Officers assigned to a patrol district are responsible for the performance of the police function in their district and are expected to remain in their district as often as possible and not leave the geographical area of their district unless directed by a radio call or approved by a supervisor. Senior Patrol Officers - Field supervision begins with the senior patrol officers of the Division, and it is upon them that the primary burden of training and directing less experienced officers is placed. Since emergency situations occur without warning and their duration is often brief, patrol officers must frequently make critical decisions without benefit of full time, on-the-scene direction. Therefore, it is necessary that all senior patrol officers recognize their individual responsibilities and authority to ensure the proper handling of any police incident in which they may be involved.
