I am an experienced manager, engineer, town planner and management consultant. My specialist skills include: Local government law and bye-laws; public procurement; business planning; project and process management; town planning; organizational redesign; improving performance and productivity; and quality standards implementation. My varied work within Irish local government (Dublin commuter belt) has particularly focused on:• Current - Operations Section (Administrative Section Head): Currently I head the administration of the Operations Section, (roads, traffic, environment, harbours, etc.) of Louth County Council. The section accounts for around a fifth of the organization's expenditure budget and contributes significantly to revenue.I also manage bye-law enforcement in certain areas, and have e.g. updated pay parking bye-laws, to optimize footfall in commercial areas, secure valuable revenue resources and limit legal risk to the organization. During this period, I served for a year (2018/2019) as acting Director for the Operations Section and the Water Section combined, during which I led a review of the Council's Directorate structures, recommending and implementing a change to optimize synergies, combining e.g. the Operations Section with the Environment Section under my directorate at the end of my acting period. • Social Housing (Engineer & Section Head): Procurement of social housing units; planning and project management/direction of housing projects; managing tenancies; implementing organizational restructuring and managing change; project managing/directing the procurement of schools on an agency basis for the Department of Education. • Spatial Planning (Administrative Section Head): Managing planning enforcement and planning processes, project managing forward planning projects, restructuring section to meet expanding demand, providing web access to planning files for the public, and achieving Irish quality standard accreditation for the section). Gained MSc in spatial planning during this period.Prior to this, I spent 3 years working as a strategy and business consultant with KPMG in the Middle East. My business consultancy and international work included the preparation of business plans and economic studies for projects including hotels, property, manufacturing, car sales, infrastructure, vocational education (for the state of Bahrain), insurance, consumer and business finance for clients in Saudi Arabia, Bahrain, UAE and elsewhere in the Middle East. I have also done voluntary work with refugees in Tanzania and Rwanda.
