The Deputy Chief Medical Officer (DCMO) for Operations is a Deputy Assistant Secretary of State equivalent position and member of the Senior Executive Service within the Bureau of Medical Services. The DCMO for Operations serves as the Chief Operating Officer for a globally distributed healthcare system supporting primary, occupational, and subspecialty care in over 200 locations worldwide as well as the principal architect for support to contingency and crisis response operations. As the DCMO for Operations, I led a highly matrixed team of executives and professionals, with final responsibility for long-term resource planning, budget execution, global supply chain management, talent acquisition, and human capital investment.

The Managing Director of Operational Medicine is a member of the Senior Executive Service, the senior Civil Service leader in the Bureau of Medical Services, and the Physician to the Secretary of State. The Managing Director provides strategic leadership and vision for emergency preparedness and response to natural and man-made disasters impacting an international Government workforce of over 100,000 employees and beneficiaries, with extensive international travel and direct management of operations in over 85 countries and locations.Contract and Program Management – Ultimately responsible for all major acquisition activities within the Directorate, from requirements development through contract negotiation, award, management, audit, and close-out. The Director provides contract management and program oversight for a $2 billion portfolio, including global multi-mission aviation support service contracts, the U.S. Government’s only proven biocontainment medical evacuation capabilities, complex global supply and distribution networks, and specialized satellite-based biotelemetry communications networks. Budget Preparation and Resource Programming – Develops annual resource budgets totaling over $200 million through a three year planning cycle, coordinating through the White House Office of Management and Budget, with direct input to the President’s Budget Justification and revisions through the pass back process. Sustained growth in capabilities has required regular engagement of Congressional staff from the Authorization and Appropriations committees in order to present the business case and advocate for incorporation into pending legislation.Policy Development – Serves as the focal point when advocating for Department response equities at the interagency level through the National Security Staff and the international level through bilateral engagement and through multi-national organizations including the United Nations and the World Health Organization.
